    Summary

    This position is assigned to the Policy and Planning Division, Management Services Office, Office of the Executive Director, Bureau of Diplomatic Security (DS/EX/MGT/PPD).  PPD exercises Bureau-wide responsibility for the development and implementation of a framework of policies and guidelines that govern the management and operation of the Bureau.

    The incumbent of this position will be responsible for assessing current and future operations and developing plans for new programs and services.

    • Coordinates with senior level officers and program managers to foster an innovative, efficient, and effective monitoring and measurement process.
    • Participates in the development and coordination of components of the Bureau's operational and strategic planning, program management, and performance measurement process.
    • Researches, develops and organizes budget justification material and resource displays in support of DS' programs and projects which require expertise in order to analyze trends and programmatic cycles.
    • Evaluates the effectiveness of programs and operations in achieving strategic goals and objectives.

    Qualifications

    Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

    Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following:  

    1. Experience applying analytical methodologies to assess program effectiveness, recommend improvements and implement management processes as it relates to performance management.
    2. Experience evaluating methods and techniques for the purpose of developing studies concerning the efficiency and effectiveness of program operations.
    3. Experience analyzing program goals and objectives to establish sequencing or key milestones designed to assist management with tracking the completion of organizational goals and objectives.
    4. Experience organizing efforts and negotiating with share-holders to gain acceptance and implementation of recommendations that may involve substantial resources or extensive change to established procedures.

      There is no substitute of education for specialized experience for the GS-13 position.

    How You Will Be Evaluated

    Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:

    1.  Skill in applying analytical and evaluative methods and techniques to issue studies concerning the efficiency and effectiveness of program operations for assigned portfolios.

    2.  Knowledge of pertinent laws, regulations, policies and precedents to set goals and objectives to program areas within an organization.

    3.  Skill in oral communication to develop and present study reports, proposals and recommendations to provide advice to management and to coordinate activities in an organization.

    4.  Ability to assess and improve program effectiveness and develop processes and systems as it relates to performance management.
