    Summary

    This position is located within a National Forest. The primary purpose of this position is to be assigned a variety of complex and recurring technical duties individually or as a crew member or team leader, in support of the unit’s various natural resource management program areas.

    Responsibilities

    This position is established to perform a variety of routine and frequently complex tasks involving techniques and practices relating to natural resources management programs, (i.e., timber/silviculture, recreation, wildlife, range, soils/watershed, and fire/fuels management). Accomplishment of the following assignments supports field projects and program planning activities for the unit: 

    Timber: Prepares, develops, and executes timber cruises and sample surveys for resource information and estimate quality and quantity of timber for purpose of appraisal, sales administration, management planning, and logging plans. Assembles and summarizes data, and prepares reports and maps regarding areas cruised. Lays outs sales in accordance with EAR and other instructions, considering variables such as accessibility, steep slopes, stream protection, nesting tree protection, wildlife impacts, fuels management and regeneration requirements. Brings to attention of responsible individual situations where specific prescriptions do not fit ground conditions. Independently marks trees using and adapting complex marking rules in areas complicated by variations in type, species composition, defect, site, age, class, etc.

    Recreation: Gathers, compiles and recommends improvements for developed and dispersed recreation sites on the unit. Is the point of contact with community organizations and interest groups to generate interest in and utilization of forest recreation facilities. Involves the community in program and activities, determines, and recommend possible public involvement. Recruits and trains volunteers. Serves as COR determining when contracting is the best means to complete a project. Works with contracting personnel to describe the job and develop specifications and a bid package. Serves as inspector and contracting officer’s representative on service contracts insuring work is completed properly. Inspect recreation areas, areas of concentrated public use, and special use permits for compliance with the permit and management plans, public health regulations, and safety plans. Maintains recreation sites and areas in accordance with maintenance and operating plans. Functions as Collection Officer for recreation sites. Collects fees, counts reconciles money collected, and ensures deposits are made appropriately. Performs all aspects of Special Use Permit administration for activities within undeveloped and developed areas of the unit.

    Wildlife: Conducts a variety of field studies of sensitive wildlife species to determine numbers, environmental conditions, and the condition of the species and its habitat, and factor affecting the health and welfare of the species and its habitat. Data elements collected include, but are not limited to such things as habitat conditions, age of habitat, location of species, nesting status, and the condition of the species being studied. Evaluates data and makes recommendations for improvement of habitat or species. Data is collected in field locations, away from the unit. Develops work plans to collect required data, determines recording requirements, and factors to use for complete habitat and species condition analyses.

    Range: Participates in the development of plans and programs for range management by collecting data for grazing allotment plans and advising management as to logical division of allotments into units, what improvements are needed, and what management practices can be affected. Maps allotments, delineating vegetative types and capability for grazing use. Prepares salting plans, selects location of salt grounds, and executes the plans on-the-ground. With guidance of supervisor, develops plans for the installation of range and soil condition and trend transects including clipping cages. Installs permanent and pace transects and clipping cages. Obtains required measurements, records information concerning forage density, production and types, vigor, rate of growth, and soil depth, compaction and erosion.

    GS-07: One year of specialized experience equivalent to at least the GS-06 grade level. 

    Specialized experience is defined as:Using pre-established marking rules, selecting and marking trees to be harvested or left uncut. Assisting in inspecting recreation areas, areas of concentrated public use, and special use permits for compliance with the permit and management plans, public health regulations, and safety plans. Assisting in developing work plans to collect required data, determines recording requirements, and factors to use for complete habitat and species condition analyses.   Observing, measuring, and recording a variety of scientific phenomena that affect forest, range, or watershed conditions.

    GS-07: There is no substitution of education for this position.

    PLEASE NOTE: This vacancy is being used to fill positions for FY2019 Temporary Employment Hiring season.

    This position is temporary, has a Not-to-Exceed date and will be filled for up to 6 months or as a not to exceed (NTE) 1 year, however an extension of the appointment may be possible without further competition. The appointment may also end early due to lack of work or lack of funds.
