    Summary

    This position is located in the National Cemetery Administration, Office of Engagement and Memorial Innovations (EMI) in Washington, DC.. This new office is aligned under the Office of the Under Secretary for Memorial Affairs and reports to the Executive Director, Office of Engagement and Memorial Innovation providing leadership, guidance and direction to all aspects of the Legacy Program, Strategic Communications, Partnerships, Digital Services, and History Program for all of NCA.

    Responsibilities

    The Deputy Director, EMI is an integral part of NCA's leadership team and works to formulate, direct, and oversee the management and implementation of key program offices which play a critical role in informing NCA staff, Veterans, stakeholders, and the public of the overwhelming positive activities of today's VA National Cemetery Administration.

    • Serves as an advisor to NCA on matters relating to the Legacy Program, Strategic Communications, Outreach and Partnerships, Digital Services, and History Program. Directly supervises managers or team leads who administer these programs.
    • Responsible for overseeing the planning, development, and implementation of education and partnership programs online and in the national cemeteries. Education programs include: local, national, and international audiences through visitor orientation, lectures, conferences, school programs, social media, and educational perspectives in exhibitions and programs.
    • Directs and is responsible for all aspects of the aforementioned program areas, including planning, evaluation, advisory, training, consultative, and reporting functions for the organization.
    • Represents and speaks for the Executive Director, Office of Engagement and Memorial Innovations at a variety of meeting and conferences with authority to commit NCA to public engagement and education programs and courses of action.
    • Coordinates the policies, plans, and operational approaches designed to most effectively carry out all aspects of EMI with other organizational elements outside the Department of Veterans Affairs.
    • Provides advice, guidance, and support to NCA Central Office, District Offices, and National Cemeteries regarding education, history, legacy, and digital service strategies.
    • The incumbent formulates annual and long-term budget requests and implements recommendations regarding budget allocation, staffing, and program implementation.
    • Analyzes new or amended legislation, and develops policy covering programs, activities, or functions for the Office of Engagement and Memorial Innovations.

    Qualifications

    To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 08/13/2018.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.
    Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    Selective Placement Factor (SPF): This position has a selective placement factor. To meet this SPF your experience must reflect
    • Demonstrated experience managing formal educational and/or training programs in a government; academic and/or non-profit setting.

    You may qualify based on your experience, as described below:
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: develop and coordinate the implementation of programs and initiatives throughout an organization; administrative and leadership skills,work with the top officials in the resolution of controversial problems that influence the image or character of the Department, analyzing the problem to affect appropriate solutions to a wide range of management and image issues that could affect policy, direction, resource allocations, and services. Formulate annual and long-term budget requests and implement recommendations regarding budget allocation, staffing, and program implementation. Research and analyze related programmatic and administrative issues, apply complex analytical techniques, and develop recommendations for appropriate corrective actions or solutions.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work requires travel necessary to conduct meetings, seminars and site visits. Work is typically performed in an adequately lighted and climate-controlled office.
