    Responsibilities

    • As a Protocol Specialist for US Army Africa, you will:
    • Plan, direct, coordinate, execute the conduct of visits to USARAF by flag officers and distinguished civilians of equivalent rank or higher, both US and foreign.
    • ? Plan, develop/coordinate the execution of detailed itineraries based upon time/place of arrival, size/significance of the group, background, interests, and length of stay.
    • Integrate the efforts of staff offices to achieve an appropriate visit in a schedule designed to fit the needs of the visitor and the command.
    • Determine attendees at briefings and tours, establish sequence of events, arrange security clearance, arrival and departure coordination, facilities, equipment, support personnel, translation, official gift exchange, and catering needs.
    • Research and prepare visitor information including purpose of visits and discussion topics.
    • Determine proper protocol in connection with ceremonies, receptions, official luncheons and dinners.
    • Research and prepare advice and assistance to the Commanding General, Chief of Staff, subordinate commands, their families and staffs on matters pertaining to protocol and customs of the military as well as customs and courtesies of the host nation.

    In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: is performing work in Protocol matters such as national and international rules and procedures; formal diplomatic customs, courtesies, and etiquette for distinguished visitors (military and civilian, US and foreign, government and corporate leaders), planning, coordinating, ceremonies, social functions, and receptions.

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

    Education

    One year of experience directly related to the occupation and equivalent to at least the next lower grade level. There is no substitution of education for experience at this level.

    • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
    • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
    • If an employee brings a family member to an overseas location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
    • Pay retention may be offered to successful applicants for positions at overseas locations. For this provision to apply to employees already overseas, the selected individual would have to require a permanent change of station move and would have to be selected as a result of a recruitment effort that had been extended outside of the overseas command involved.
    • Selectees initially recruited from the United States may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. (Subject to approval)
    • Selectees recruited outside the U.S. will have their eligibility for foreign area benefits determined at the time of hire.
