    Summary

    This position is located in the Veterans Benefits Administration (VBA), Appeals Management Office (AMO) and reports to the Supervisory Program Analyst of the Program Administration, AMO. The Appeals Management Office is responsible for the development of policy, procedures, training, operations and oversight of the delivery of VA appeals processing nationwide.

    Responsibilities

    • Serves as a senior specialist and high level advisor to the Supervisory Program Analyst and is the primary point of contact on national appeals program management, administration, and coordination matters.
    • Is the Subject Matter Expert on appeals policy, procedures, budget, executive correspondence management, and other appeals program matters.
    • Evaluates appeals processes and serves as senior management analyst for nationwide studies and projects with significant organizational changes.
    • Plans, organizes and directs team study work to negotiate effectively with management in order to implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures or may be in conflict with the desires of the activity studied.
    • Evaluates the content of new or amended legislation for projected impact upon the agency's appeals program and resources.
    • Ensures that resources brought to bear on assigned issues and problems are sufficient to formulate timely and effective solutions.
    • Analyzes management techniques and administers appeals policy, procedures, training and quality assurance programs for improved organizational effectiveness.
    • Analyzes VBA's appeals program nationwide to determine whether current management systems efficiently accomplish objectives sought and whether they provide controls necessary for sound management.
    • Responsible for the formulation and promulgation of appeals policies and procedures, to include the AMO's legislative and rule-making activities, guidance documents, and other instructions intended to ensure appeals program compliance and integrity.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/13/2018.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. "To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade."
    Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience as described below:
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.Specialized experience is experience in or directly related to the work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position. Qualifying specialized experience would typically include expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. An example of qualifying experience is: experience in reviewing policies and procedures to determine the impact of operations or conducting evaluative studies to include strengths, weaknesses and best practices and making recommendation(s). This experience must have provided you with a knowledge of quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational and project operations. The applicant must demonstrate expert communication skills to present and articulate findings to upper level management.

    You will be rated on the following Competencies for this position:

    Competency 1 - Knowledge of advanced organizational principles and practices and comprehensive understanding of strategic plans, information systems, and federal budget process.
    Competency 2 - Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex processes and policies.
    Competency 3 - Knowledge of AMO and VBA mission, as well as an understanding of significant policies, operating programs, and organizational structures sufficient to coordinate major management initiatives with other VA and Federal entities.
    Competency 4 - Knowledge of the processes of planning, directing, controlling, and monitoring to evaluate and correct deficiencies in the planning for assigned operating budgets, program requirements, policy development, and related support programs.
    Competency 5 - Ability to effectively communicate in writing and orally in order to provide cohesive information/briefings to senior level management, necessary to facilitate agency-wide decision/making by the Director.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
