    This position is located in the Department of Health And Human Services, in Bethesda, Maryland. The incumbent serves as the Director, EAP and Work Life Program Services.

    Responsibilities

    • Oversees the planning, development, implementation and delivery of EAP/Work Life services, including management consultation, educational outreach and promotion, counseling, child and elder care referral, legal and financial offerings
    • Supervises account management, business development, staff supervision and training, contract performance, customer relationship management, resource management, operation/policy logistics, information management and quality assurance
    • Assists in the formulation of strategic plans and related revenue and other business metrics
    • Provides expert advice and consultation regarding the development of program, policies, and procedures
    • Evaluates EAP and WorkLife programs and operations to assure that plans are followed to meet objectives, goals, strategic direction, and contract terms
    • Analyzes and evaluates policies and program operations to ensure appropriate emphasis on BHS?s program goals and on the accomplishment of policy objectives

    Qualifications

    In order to qualify for the Program Manager, GS-0340-14 position, applicants must have at least one full-time year (52-weeks) of specialized experience equivalent to the GS-13 level in the Federal service performing the following tasks: 1) Analyzing and evaluating employee assistance/work life program policies or program operations to ensure accomplishment of policy objectives; 2) Supervising staff of professional and/or administrative employees to accomplish the work of the employee assistance/work life program; 3) Implementing and delivering employee assistance/work life services for an organization; 4) Formulating or assisting in formulating strategic plans in implementing employee assistance/work life services for an organization; AND 5) Advising management regarding the development of the employee assistance/work life program, policies, or procedures.

    Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
