    Summary

    The General Services Administration is interested in attracting the best talent for our diverse cadre of SES members from within GSA, the Federal government and the private sector. We have streamlined our recruitment process for this position using the resume-based hiring method which will require you to submit the following in order to apply for this position.

    GSA's Federal Acquisition Service (FAS) is the only civilian agency whose mission is acquisition. As America's Buyer, FAS is focused on leveraging the buying power of the Federal Government and supporting the acquisition workforce by delivering best-in-class contracts, tools, products, services and solutions to federal agencies at the best value for the American people. FAS’s scope is incredibly broad and includes General Supplies and Services, Information Technology, Motor Vehicle Management, Travel, Assisted Acquisition Services, and a host of Online Procurement Tools, including the new Government-wide Common Acquisition Platform.

    The Office of Telecommunications Services is responsible for developing and administering global telecommunications services and solutions in support of worldwide Federal agency missions and functions.  In this capacity, the Director of Telecommunications Services acquires, implements, and manages telecommunications and network acquisition fulfillment, with a focus on modernizing the government's infrastructure, to ensure Federal department/agency requirements are met.

    Responsibilities

    • The Director administers and manages policies, procedures, and resources to ensure that Telecommunications Services programs, missions and functions are being carried out in an efficient and effective manner as prescribed by applicable GSA and Federal policies, regulations, and mandates.  The Director independently plans and directs the activities under his/her jurisdiction and works directly with other principal officials of GSA including those in other FAS business lines, other Federal agency officials, Congressional staff , the Office of Management and Budget (primarily OFPP, Federal CIO and eGov Office) and industry representatives to ensure the programs are positioned for success.
    • Furnishes expert technical advice and assistance to the Deputy Assistant Commissioner (DAC) for Category Management, and to the Information Technology Category (ITC) Assistant Commissioner, the Federal Acquisition Service (FAS) Commissioner and Deputy Commissioner concerning existing and evolving or proposed government-wide or GSA-wide policies, procedures, and automated system support pertaining to the Telecommunications Services programs. 
    • Provides strategic and change leadership to ensure that Telecommunications Services’ vision, mission, values, goals and objectives are identified, communicated, and integrated into telecommunications programs and aligned with key national and regional programs within ITC and FAS. 
    • Develops Telecommunications Services’ strategic and tactical plans.  Responsible for planning initiatives to achieve organizational goals and to improve operations, including studies of telecommunication and network services procurement practices in the private sector, as well as state and local governments.  Coordinates within ITC and FAS to ensure that the Telecommunications Services’ goals and objectives are aligned with GSA and FAS long-term goals and performance objectives.  Oversees and evaluates organizational performance to assess results. Continually improves practices to ensure customer expectations are met in a timely cost- effective manner, and to ensure compliance with acquisition rules and regulations. 
    • Serves as the chief spokesperson for Telecommunications Services, communicating and advocating the program's vision and mission to external officials and groups.  Represents the Assistant Commissioner for ITC, and the FAS Commissioner and Deputy Commissioner in executive level meetings with agencies, industry, trade associations, key officials, OMB, Congressional staffs and state/local governments regarding Telecommunications Services. Develops and maintains relationships with key agency and stakeholder executives to ensure telecommunication services goals are aligned with and offerings are meeting the needs of government.
    • Serves as the focal point for all aspects of customer care under normal and emergency conditions.  Provides nationwide project management, program management, and acquisition support to Federal agencies that address their local telecommunications voice, data, and video requirements at the national or enterprise level. 
    • Serves as the primary focal point for Telecommunications Services’ business development, account management, solutions design, and product management activities.  Responsible for assuring the portfolio responds to current and future IT and Telecommunications Services requirements of customers, industry, and government-wide goals. 
    • Manages and controls Telecommunications Services’ fiscal affairs.  Responsible for planning, developing, coordinating and justifying the financial and human resource requirements for the Telecommunications Services and for administering systems for controlling both short and long range objectives.  Responsible for the overall management and direction of telecommunications cost management strategies.  Defines and manages use of data/information as a strategic asset. Serves as business owner for legacy billing systems and provides oversight for those systems. Plans, analyzes, develops requirements, and manages Telecommunications Services’ billing solution(s).   
    • Reviews and evaluates telecommunications policies and issues arising from Congress, OMB, GAO, FCC, State regulatory commissions, and industry.
    • Responsible for the provision of guidance, direction, oversight, and policies that ensure efficient and consistent delivery of regional services to Federal agencies.  Responsible for nationwide and worldwide planning, requirements analysis, acquisition support, and large-scale program and project management.  Ensures a consistent interpretation and implementation of the program contracts nationwide.

    CONDITIONS OF EMPLOYMENT:

    • This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
    • If tentatively selected, you will be required to submit a Declaration for Federal Employment.
    • Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status.
    • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.

    • Veteran's preference does not apply to positions in the Senior Executive Service.
    • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
    • This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.

    MANDATORY TECHNICAL COMPETENCIES (MTCs):

    1. Ability to effectively lead large-scale information technology and telecommunications services organizations. Prior experience must include leadership in the strategic design and/or acquisition of complex, state-of-the-art networks and telecommunications solutions as well as financial management and operations experience.
    2. Demonstrated experience in the principles of category management, including: optimizing contract vehicles for acquiring services, managing data collection and analysis, leveraging supplier relationships, maximizing customer relationships, and establishing and managing communities of practice.


    EXECUTIVE CORE QUALIFICATIONS (ECQs):

    1.  Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.     4.  Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.

    5.  Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
