    This position is located in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Democracy, Conflict and Humanitarian Assistance, Office of Civilian Military Cooperation (DCHA/CMC). DCHA/CMC has the goal of aligning development and defense and leveraging the unique capabilities of USAID and Department of Defense to achieve better development outcomes in pursuit of U.S. national security goals and national values.

    Responsibilities

    As a Program Specialist, you will be responsible for:

    • Demonstrating and employing high level of analytical skill and ability to advise decision-makers. Serving as one of the Bureau's recognized experts on civil-military cooperation, analyzing a variety of issues relevant and critical to national security, development and operational support, across the Middle East and Central Asia.
    • Advising the senior managers and staff on civil-military program issues and problems and serve as principal advisor in bilateral and multilateral meetings where civil-military program issues are negotiated.
    • Serving as the Bureau's recognized civil-military expert, analyzing a variety of issues relevant and critical to policy development and operational support across the Middle East and Central Asia.
    • Planning and coordinating civil-military program implementation among multiple agencies, bureaus and posts. Independently developing and initiating briefings and follow-up meetings involving key officials from other bureaus, other agencies, Congressional staff or special interest groups.
    • Providing expert interpretations of complex and diverse civil-military material, documents, and references, to include Department of Defense-related policies, strategies, plans, authorities and appropriations.
    • Providing briefings and written proposals to top Bureau officials and serving as liaison with key bureau staff and with counterparts and experts in other bureaus and independent offices both within the agency, the Department of Defense and Department of State.
    • Serving as a primary interlocutor with Central Command and Special Operations Command Central, Special Operations Command, the Office of the Secretary of Defense and the Joint Staff on policy, strategy, planning, operations and programmatic issues related to civil-military engagement across the Development-Defense community in the Middle East and Central Asia.

    Qualifications

    GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: broad functional or specialized area of civil-military integration and planning procedures and techniques sufficient to develop standard operating procedures, manage the preparation of the unit's interagency and civil-military annual strategy; sufficient to apply wide range of qualitative and or quantitative methods for the measurement, evaluation, assessment, improvement, and implementation of complex programs, processes and systems of civil-military integration and interagency planning program/project; and skill and ability to liaison and demonstrate realistic assessment of the political and institutional environment as it relates to assessing civil-military programs and options.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
