The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.
This position is located within Forest Management in the Southern Regional Office located in Atlanta, GA.
The incumbent serves as the principal consultant and adviser to both the Forest Management (FMT) and Cooperative Forestry (CF) organizations regarding wood and woody biomass utilization programs and initiatives. The incumbent provides leadership and management oversight for the use of woody biomass for energy and other purposes in support of environmental goals, national energy goals, and national restoration priorities. Develops partnerships and assists with creating markets for wood products and biomass materials via national, regional, State and local meetings of natural resources agencies, university, industry and landowner groups and determines regional priorities and wood and woody biomass utilization strategies using the most current information available.

Provides leadership and coordination to focus Regions 8 Forest Management and Cooperative Forestry organization efforts within the wood and woody biomass subject area.
Provides leadership in the development and management of partnerships with a wide range of natural resource agencies, interest groups and constituencies throughout the Southern Region.
Participates in national, regional, and state meetings of natural resource groups to discuss and explain USDA Forest Service policy, objectives, plans and programs as they pertain to the natural resources management programs and objectives of the groups.
Assists communities, tribes, local and regional Forest Service, federal agency, state forestry units, and local, regional, and state economic and conservation development departments and organizations to identify and develop public/private partnerships and opportunities for the utilization of low value woody biomass material from forest restoration activities and hazardous fuels treatment projects.
Provide partners with the latest information on harvesting, transportation, processing, and wood products development obtained from various research and industry efforts both domestic and international.US Citizens and Nationals; no prior Federal experience is required.
ADDITIONAL REQUIREMENTS: May be subject to satisfactory completion of one year probationary or trial period.

GS-12: One year of specialized experience equivalent to the GS-11 grade level. Examples of specialized experience are: Served as a consultant and expert in facilitating opportunities in woody biomass utilization hydropower, wind, geothermal, tidal, oil and gas and energy corridors, generating facilities and/or any renewable energy source of providing efficient energy to rural communities; provided professional and technical leadership, policy and process expertise related to renewable and conventional energy permitting, licensing and relicensing; assisted communities, tribes, the Forest Service and other federal and state agencies to identify and develop opportunities for conversion of facilities to biomass thermal energy through the utilization of low value woody biomass material from forest restoration activities, locally available forest resources, and hazardous fuels treatment projects; coordinated with research personnel from other federal, state, local and tribal agencies and universities to disseminate/transfer applicable information for implementation; maintained liaison/collaborated with the State Forester’s Office, National Hydropower Association, Federal Energy Regulatory Commission, National Renewable Energy Laboratory, Biomass Energy Resource Center, other USDA agencies, private energy proponents, and other energy organizations at the national, state or regional level.
