The incumbent independently maintains the budget for VA Black Hills Mental Health Service including but not limited to; specific purpose funds for personnel service, equipment and all other; salaries; all types of supplies; contractual payments; fee basis payments, office supplies; training, travel; Domiciliary periodicals and books, committal costs; donated monies; equipment; and Emergency Need Fund.
Works with Finance office when money is received to determine amount of budget received and how it is distributed among the over thirty fund control points in Mental Health. This includes distribution of special purpose funds, which may be received throughout the year. Transfers monies to other fund control points as required. Determines where excess funding can be found to cover shortages and moves it accordingly.
Prepares quarterly budget status reports for MHEC. Attends monthly budget meetings with Finance. Prepares budget for next fiscal year using information from prior years' spending and information collected from program staff. Provides information to Mental Health Executive Council on budget and makes suggested changes. Presents information to Mental Health Executive Council and justifies amounts indicated. Is available for VABHHCS Executive Councils for budget meetings as needed, may answer via telephone or be called in. Represents MHSL in annual budget hearings as subject matter expert.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2018.
You may qualify based on your experience and/or education as described below:
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to, experience with various computer programs, independently maintaining a budget for a department, distributing funds appropriately for a department, receiving requests for purchases and knowledge of budget and finance regulations.
Education: Applicants may substitute education for the experience required for the GS-05 level. Applicants must have successfully completed 4 years of education above high school in an accredited business, secretarial or technical school, junior college, college or university. (Must submit transcripts)
Combination: Applicants may also combine education and experience to qualify at the GS-05 level. For GS-5 level positions, only education in excess of the first 60 semester hours is creditable toward meeting the specialized experience requirements. One full academic year of study, or 30 semester hours, beyond the second year is equivalent to 6 months of specialized experience. Determine the total qualifying experience as a percentage of the year of specialized experience required at the GS-5 level. Then determine the education as a percentage of the education that meets the requirements for GS-5. Add the two percentages. The total percentage must equal at least 100 percent to qualify for GS-5.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary; however walking, bending, climbing stairs, stooping, and lifting less than 50 pounds is required to perform some duties. May travel for purchasing, meetings and continued education activities. A valid driver's license is required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
