You will serve as the key technical advisor and manager of the Division transportation planning program with authority to make final determinations as defined in Division Delegations of Authority. As the Division program manager, you will provide leadership, consultation, and expertise to the Division Administrator, the State Department of Transportation, Metropolitan Planning Organization(s), and local government officials regarding the Federal-Aid Transportation Planning program. The ideal candidate for this position is an experienced mid-career transportation planning professional skilled in managing major transportation planning programs, freight or technical areas. This candidate is someone who has the skills and abilities to effectively represent the agency to Federal, state and local officials and the general public. As a Community Planner, you will:
- Serves as the key policy/technical advisor to the Division Administrator and Assistant Division Administrator in providing leadership and guidance to promote, implement, and administer the FHWA's Statewide and/or metropolitan planning program responsibilities.
- Provides guidance and technical assistance to Division staff, and state Department of Transportation and MPO staffs on Federal planning requirements, policies, and procedures.
- Provides leadership and support to other disciplines in integrating transportation planning analysis and decision-making into other parts of the program and project development process.
- Provides leadership and influence in key transportation planning decisions. This includes activities such as those related to Statewide Planning and Research Programs (SPR), Statewide Transportation Planning products, Metropolitan Planning products, and the Unified Planning Work Program.
- Oversees the development of transportation planning processes, programs, and products such as long- range transportation plans, planning work programs (UPWP, SPR part1), the Statewide Transportation Improvement Program (STIP), and the Transportation Improvement Program (TIP) developed by state and/or MPO partners.
- Leads reviews to assess the adequacy of State and/or Metropolitan agency planning processes to meet Federal transportation planning requirements, including TMA Certification reviews and Statewide Planning Findings.

MANDATORY EDUCATION REQUIREMENTS:
In order to qualify for this series, you must meet the following education/experience requirements:
You must have completed a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree in community planning or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance, from an accredited college or university.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under
the supervision and guidance of a community planner.
You must have a combination of education and experience--courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
SPECIALIZED EXPERIENCE REQUIREMENTS:
To qualify for the GS-12, you must have at least one year of experience equal or equivalent to the GS-11, it must include:
- Experience in transportation planning that entailed consideration of the interplay of various modes of transportation.
- Experience developing and/or evaluating transportation planning and program development processes at a local, regional, state, or national level; AND
- Experience in representing the organization at public meetings and conferences.
To qualify for the GS-13 (in addition to the GS-12), you must have at least one year of experience equal or equivalent to the GS-12, it must include:
- Experience in transportation planning that entailed consideration of the interplay of various modes of transportation.
- Experience developing, evaluating, and/or overseeing the development of transportation planning and program development processes at a local, regional, state, or national level.
- Experience representing the organization during public meetings and conferences and addressing programmatic and technical issues and questions raised by a range of stakeholder groups; AND
- Experience improving or assisting others in improving transportation planning processes or programs with an emphasis on emerging areas.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
