This position is located in the Redress Branch in the Office of Civil Rights and Liberties, Traveler Engagement (OCRL/TE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a Program Specialist and will report to the Branch Manager or Section Chief. You will assist in providing oversight to the DHS Traveler Redress Inquiry Program (TRIP), which provides a single portal for travelers to seek redress for adverse screening experiences.
- Providing written or verbal responses to inquiries to DHS TRIP, the Appeals and Enhanced Redress Team from individuals applying for redress, private industry and Congress. Responding to redress inquiries in situations where limited information is available and the individual may not be pleased.
- Completing research and analysis on a variety of situations involving redress, which includes interaction with other Federal agencies who are engaged in the Redress Program. Providing recommended solutions and regular updates to management.
- Applying policies, procedures and practices in completing the adjudication of redress inquiries specific to the TSA mission. Understanding and integrating other federal agency adjudication decisions and how they impact the TSA mission as well as the final resolution of the redress inquiry.
- Providing recommendations in the development of communication strategies and development of written templates for new issues or new programs supported by the DHSTRIP Office and the Appeals and Enhanced Redress Team.
- Completing quality assurance on a variety of redress program areas, including adherence to standard operating procedures, intake/triage of redress inquiries, appropriate agency determinations from adjudicative efforts, and other management control objectives.
- Collaborating with internal and external stakeholders such as, DHS component agencies, Department of State, Department of Justice/Terrorist Screening Center, TSA Contact Center, Legislative Affairs, and Public Affairs regarding program requirements as well as individual redress inquiries.
- Working as part of a team supporting other functions of the TSA Redress Branch.

QualificationsTo qualify for the SV-G Pay Band (equivalent to the GS-11), you must meet one of the qualification requirements (A, B, OR C) outlined below.
A. Experience: One year of specialized experience at the SV-F Pay Band or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
- applying adjudication policies, procedures and practices;
- integrating recommendations with adjudicative decisions to determine final inquiry resolutions; and
- conducting Quality Assurance (QA) on adjudication decisions and taking corrective action when errors are discovered.
B. Education: A Ph.D. or equivalent doctoral degree from an accredited college or university in a related field; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related.
C. A combination of Education and Experience: Combinations of successfully completed progressively higher level graduate education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the band level; then determining the education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess of the amount required for the next lower band level may be used to qualify for positions at the SV-G pay band.
GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Applicants who meet the qualifications listed above based on education or a combination of education and experience must provide proof of education, such as a list of completed college courses or the date and school of degree (including the number of semester or quarter hours) or transcript(s) from an accredited college or university. Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
