    Summary

    This position is located in the Office of Audits, the organization within the OIG that has responsibility for planning, conducting, supervising, and coordinating audits. OIG's activities are global in scope, supporting the highest priorities of the Department and Broadcasting Board of Governors (BBG). Our oversight extends to the Department's and BBG's 60,000+ employees and more than 270 missions and other facilities worldwide. We remain at the forefront of efforts to identify potential savings and cost efficiencies for the Department and BBG, and strive to provide timely, relevant, and useful feedback on the progress of their programs and initiatives.

    The incumbent of this position participates on a team in conducting comprehensive management and program audits and evaluations of Department and BBG programs and functions at domestic and overseas locations.

    This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

    Responsibilities

    • Conducts audit assignments involving the identification and resolution of problems of a procedural or factual nature.
    • Develops and administers questionnaires, develops flowcharts relating to the organizational entity being audited.
    • Participates and assists in the development of internal reports, in analyzing audit operations, and in carrying out other administrative tasks relating to the audit program to which assigned.
    • Strives to ensure that findings are well defined and are fully supportable; that appropriate documentation is provided; and that any recommendations for corrective actions are well reasoned.
    At the GS-7 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.

    Qualifications

    Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.

    Applicants applying for the GS-07 grade level must meet one of the following requirements:

    A. Have at least 1 full year of specialized experience equivalent to the GS-05 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    Experience participating in activities to resolve issues encountered in an audit.

    Experience evaluating responses from audited entities to determine compliance with recommendations.

    Experience assisting higher-graded team members in conducting analyses to detect the existence of fraud, waste, and/or mismanagement.

    OR

    B. Completed 1 full year of graduate level education at an accredited college or university which demonstrates the knowledge, skills and abilities necessary to do the work of the position;

    OR

    C. Have a combination of graduate education and specialized experience (as described above), which is equivalent to the GS-05 level in the Federal Service;

    OR

    D. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and have a grade-point average of "B" (3.0 or higher on a 4.0 scale) for all completed undergraduate courses or those completed in the last two years of undergraduate study;

    OR

    E. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and have a grade-point average of "B+" (3.5 or higher on a 4.0 scale) for all courses in your major field of study, or those courses in your major completed in the last two years of your undergraduate study;

    OR

    F. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and ranked in the upper one-third of your class in the college, university, or major subdivision;

    OR

    G. Completed a 4-year course of study leading to a bachelor's degree in an accredited college or university and are a member of a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

    Applicants applying for the GS-09 grade level must meet one of the following requirements:

    A. Have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    Experience conducting segments of audits involving the identification, consideration, and resolution of problems and issues primarily of a procedural or factual nature.

    Experience resolving issues encountered in an audit.

    Experience preparing factual and objective draft reports covering assigned segments of the audits.

    OR

    B. Have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. from an accredited college or university. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled;

    OR

    C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-07 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

    Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.
