This National Guard position is for a RESILIENCE AND RISK REDUCTION PROGRAM COORDINATOR, Position Description Number T5010000 and is part of the ID G1, Idaho Army National Guard.
THIS POSITION IS OPEN TO THE PUBLIC.
INDEFINITE- NTE 2 YEARS. FOR CURRENT FEDERAL TECHNICIANS ASSIGNED TO THE IDAHO NATIONAL GUARD THIS WOULD BE A TEMPORARY PROMOTION OR REASSIGNMENT AND CURRENT TENURE WOULD TRANSFER WITH EMPLOYEE. UPON PREVIOUS INCUMBENT RETURNING, THE TEMPORARILY PROMOTED OR TEMPORARILY REASSIGNED EMPLOYEE WOULD RETURN TO PREVIOUS POSITION. THIS COULD BECOME A PERMANENT PROMOTION OR REASSIGNMENT IF POSITION BECOMES AVAILABLE. FOR A NEWLY HIRED TECHNICIAN, THIS POSITION IS INDEFINITE AND WILL END UPON PREVIOUS INCUMBENT RETURNING. THIS POSITION MAY CONVERT TO A PERMANENT STATUS WITHOUT FURTHER COMPETITION IF POSITION BECOMES AVAILABLE.
The purpose of this position is to serve as the Program Manager for the MILPO Resilience, Risk Reduction and Suicide Prevention Program (R3/SPP) to accomplish the Army National Guard's goal to help Soldiers, families and units develop the resiliency to overcome and respond positively to adversity, while simultaneously to minimize risky behaviors and suicides. These efforts will be implemented through guidance, advice, and decision support to the ARNG. Position is responsible for providing leadership, direction, and guidance in the performance of such functions as: (a) developing, monitoring, revising, coordinating, and implementing a resilience/risk reduction/suicide prevention program that reduces incidents of high risk behaviors. (b) developing, monitoring, revising, coordinating, and implementing resilience training, risk reduction and suicide prevention policies and programs. (c) providing in-depth research resulting in new doctrine, training, and mitigation of risks (d) providing continuity and coordination expertise for issues affecting soldiers and civilians; (e) serving as a quick reaction capability to gather relevant data and information for the Army National Guard (ARNG), and then advise on courses of action; and (f) coordinating and implementing components of resilience training to help shape positive behaviors and successful reactions to traumatic experiences.

Incumbent is responsible for the direct supervision of one (1) Active Duty Soldier for Operational Support position (Drug Testing Coordinator). Incumbent is also responsible for overseeing the work products of national contract staff to include the Suicide Prevention Program Manager (SPPM), Alcohol and Drug Control Officer, and Prevention Coordinator (PC).
Performs duties that require the incumbent to analyze trends by utilizing qualitative and quantitative measures to ensure the effective implementation of the Program. Utilizes scholastic research that encompass principles, theories, and findings in industrial/organizational psychology, psychometrics, experimental design/evaluation methodology, education and training technology, and cognitive psychology in order to modify, revise, improve or create ARNG programs. Monitors strategies and objectives to ensure they are effective, complete, comprehensive, and compatible toward achieving identified goals. Recommends, develops, coordinates, and disseminates policies and ARNG guidelines for administration and management of these programs to include doctrinal development. Reviews national and international resilience, risk reduction and suicide prevention initiatives, and considers applicability for ARNG. Maintains ARNG wide suicide surveillance to establish any emergent high-risk trends and/or provide early warning when possible factors might lead to increased suicides. Participates with military and other government agencies in the definition of research requirements, the planning for research utilization, establishment of objectives and policies pertaining to risk reduction, and suicide prevention. Prepares and delivers oral presentations to include briefings, speeches, and training sessions to civilian, and military audiences in areas of technical expertise. Provides direct guidance and support to ARNG personnel in support of the mission. Conducts and/or participates in inspections, staff assistance visits, special advisory teams; provides papers and presents briefings.
Serves as the staff consultant on all aspects of the Resilience, Risk Reduction and Suicide Prevention Program and training and is the focal point for analysis on a full spectrum of issues affecting Soldier accession and recruitment. Plans and develops approaches, methodologies, policies, and procedures for attacking major problems frequently characterized by a lack of precedent studies to expand knowledge in the area.
