This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZS-2 is equivalent to the GS-3/4.
The ZS-3 is equivalent to the GS-5/6.
The ZS-4 is equivalent to the GS-7/8.
The full performance level of this position is ZS-4.

This Job Opportunity Announcement may be used to fill other Accounting Technician, ZS-0525-2/3/4 positions throughout NOAA. The position must be alike (e.g.: within the same geographic locations, same grade/band and requires the same qualifications and specialized experience as indicated in this vacancy announcement).
As an Accounting Technician, you will perform the following duties:
- Prepare a variety of complex financial documents for accounting of transactions for an assigned area of responsibility. Maintain accounts, which includes the preparation and review of financial documents to verify accounting data and all necessary entries.
- Maintain accounts which include the preparation and review of routing financial documents to verify accounting data and necessary entries, utilizing the organization's computerized accounting system(s)
- Perform research of current accounts, historical data, source documents, etc., to assist in development and explanation of detailed information not otherwise readily available.
- Complete scheduled reconciliation of subsidiary accounts to the respective control accounts, various types of automated accounting reports, and in turn to general ledgers
- Work with customers in resolving receivable and loan program issues with regards to billings, collections, and debt collections. Perform general reconciliations, resolving problems, and working with other accounting technicians, operating accountants, and systems accountants to correct problems with transactions.
Occasional travel - Occasional Travel is required - 10%.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZS-2 or GS-03 level:
GENERAL EXPERIENCE:Qualifying experience for the GS-03 includes 6 months of generalized experience. For this position, generalized experience is progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
Education -- 1 year above high school
Intensive Short-Term Training -- Completion of an intensive, specialized course of study of less than 1 year may meet in full the experience requirements for GS-03. Courses of this type normally require completion of up to 40 hours per week of instruction rather than the usual 20 hours per week, and are usually of at least 3 months duration. Such courses may have been obtained through a variety of programs such as those offered by business or technical schools, and through military training programs. To be creditable, such a course must have been designed specifically as career preparation for the work of the position being filled, and must have provided the applicant with the necessary knowledge, skills, and abilities to do the work.
COMBINATION OF EDUCATION AND EXPERIENCE.
To qualify at the ZS-3 or GS-05 level:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZS-02 or GS-04 in the Federal service. Specialized experience MUST include all of the following:
- Preparing financial documents for accounting of transactions and in support of disbursements, collections, internal transfers, and investments;
- Maintaining and reconciling accounts, which includes the preparation and review of financial documents to verify accounting data and all necessary entries;
- Performing research of current accounts, historical data, and source documents to assist in development and explanation of detailed information on account balances, lease/asset status, asset payments, and account codes; and
- Maintaining the general ledger and subsidiary accounts.
Education -- 4 years above high school
COMBINATION OF EDUCATION AND EXPERIENCE.
To qualify at the ZS-4 or GS-07 level:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZS-3 or GS-06 in the Federal service. Specialized experience MUST include all of the following:
- Preparing financial documents for accounting of transactions and in support of disbursements, collections, internal transfers, and investments.
- Maintaining and reconciling accounts, which includes the preparation and review of financial documents to verify accounting data and all necessary entries.
- Performing research of current accounts, historical data, and source documents to assist in development and explanation of detailed information on account balances, lease/asset status, asset payments, and account codes.
- Maintaining the general ledger and subsidiary accounts that involve all classes and are interrelated.
- Working with customers and other accountants in resolving receivable and loan program issues with regards to billings, collections, transactions, and debt collections
CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of Silver (Well Qualified). How You Will Be Evaluated
We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.
