This position is located in the Pension & Fiduciary (P&F) Service under the Office of the Deputy Under Secretary for Disability Assistance. P&F Service administers VA's pension program for wartime veterans and their survivors, dependency and indemnity compensation (DIC) program for survivors of Veterans who die as a result of service-connected disabilities, and burial benefits program for Veterans. The Service also administers VA's fiduciary program, which protects beneficiaries who as a result of disability or advanced age are unable to manage their financial affairs. P&F Service is responsible for the development of policy, procedures, training, and oversight of the delivery of VA pension, DIC and burial benefits and fiduciary activities worldwide. The incumbent serves as a Program Analyst who serves as the primary control point for all front office issues, recommending program solutions to program officials and supervisors including modified work methods; procedural changes; systems variations; acceptance of new technology developments; improvements in program operations; and promotes efficiency and cost savings.

Ensure time and attendance records are accurately maintained and submitted for timely processing
Responsible for providing advice, assistance, and consultation to callers and/or visitors in a timely, professional, and courteous manner
Effectively analyzes, distributes and maintains correspondence tracking system to ensure timeliness of reports, assignments, and replies to control correspondence.
Ensures assignments are accurately reflected in appropriate tracking system
Takes proactive approach to book necessary meeting/conference rooms

PHYSICAL REQUIREMENTS: This position is primarily sedentary with some walking, standing, bending, and carrying or lightweight items (eg. folders, claims files, etc.)
This position has a position-sensitivity level of Public Trust-Low Risk. Selections made under this announcement are conditioned upon favorable adjudication of a National Agency Check with written Inquiries (NACI) per VA Handbook 0710. QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2018.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
GS - 11: 52 weeks at the GS-09 level.
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization that has equipped them with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of specialized experience include program analyst, technical or other work that included the study, analysis or evaluation leading to the development of managerial or administrative policies practices, or procedures; administrative officer or assistant, or other work that demonstrated knowledge of an organization or its functions.
Applicants may substitute education for the experience required at the GS-11: 3 full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in a related field.
Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. When substituting you can use graduate level education you have earned beyond a Bachelor's Degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. (1) For example, an applicant who has 75 semester hours of education (i.e. 15 semester hours beyond the second year, which is the equivalent of 25% of the required education) and has 9 months of specialized experience, would have the 1 year combination required for the position. OR (2) For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
