    Responsibilities

    This Standing Register was opened on 3/20/2018. Effective 11/16/2018 the National Protection and Programs Directorate (NPPD) is now the Cybersecurity and Infrastructure Security Agency (CISA). The hiring organization, the Office of Cybersecurity and Communications (CS&C), is now the Cybersecurity Division.

    Duties of the IT Specialist (INFOSEC), GS-2210-13/14 at the full performance level of the GS-14 grade level include, but are not limited to the following:

    • Develop long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
    • Review proposed new systems, networks, and software designs for potential security risks.
    • Resolve integration issues related to the implementation of new systems with the existing infrastructure.
    • Lead new security technologies implementation activities.
    • Implement higher-level security requirements such as those resulting from laws, regulations, or Presidential directives.

    Occasional travel - May be required to be in a travel status away from home up to 6 to 10 nights per month.

    Qualifications

    To qualify at the grade GS-13:
    Applicants must have IT-related experience demonstrating each of the four competencies: Attention to Details: define the scope and level of detail for security plans and policies; applicable to a security program; Customer Service: lead new security technologies implementation activities; Oral Communication: providing expert technical advice and guidance to department managers and other technical specialist; and Problem Solving: resolves integration issues related to the implementation of new systems.

    In addition, you must possess at least one year of full-time specialized experience comparable in scope and responsibility to the next lower level (equivalent to the GS-12) in the federal government. This experience must include activities such as: 1) executing information technology (IT) project management plans and procedures; 2) assist in developing cybersecurity program policies, standards, and practices; 3) assist in developing long-range plans for IT security programs that evaluate and mitigate risks and vulnerabilities; and 4) advising leadership on information systems security policies, guidelines, and requirements.

    To qualify at the grade GS-14:
    Applicants must have IT-related experience demonstrating each of the four competencies: Attention to Details: define the scope and level of detail for security plans and policies; applicable to a security program; Customer Service: lead new security technologies implementation activities; Oral Communication: providing expert technical advice and guidance to department managers and other technical specialist; and Problem Solving: resolves integration issues related to the implementation of new systems.

    In addition, you must possess at least one year of full-time specialized experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government. This experience must include activities such as: 1) evaluating an organization's IT requirements and implementing project management plans and procedures that provide controls for schedule and risk mitigation; 2) developing strategies for managing cybersecurity programs; 3) researching new and changing technology to provide recommendations on acquisition in order to provide secure IT systems; and 4) providing technical advice and guidance on planning for IT system protection and security standards.
