    THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

    This National Guard position is for a SUPERVISORY IT SPECIALIST (INFOSEC), Position Description Number D2328000 and is part of the ID 224 Cyber Operations Squadron, Idaho Air National Guard.

    THIS POSITION IS ONLY OPEN TO CURRENT PERMANENT TECHNICIANS IN THE IDAHO AIR NATIONAL GUARD.

    This position is located in a Cyberspace Operations unit. This unit helps protect the nation's war-fighters' information, cyber mission systems, computer networks, critical infrastructure and key resources. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. Its purpose is to serve as the unit/detachment Commander, in charge of planning, scheduling, controlling, and directing all unit functions. Incumbent performs analytical and evaluative duties related to the business of Cyberspace Operations. The incumbent is also responsible for coordination with the National Guard Bureau (NGB), Air Force Space Command (AFSPC), 24th and 25th Air Forces, active duty operational units, parent Cyberspace Operations Group (COG), and associated joint units.

    Responsibilities

    Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.

    Manages Cyberspace Operations mission commitments, programs, and projects impacting personnel, equipment, software and services. Develops policies and procedures, short- and long-range plans to satisfy all Cyberspace Operations needs and taskings assigned to the unit. Coordinates program actions with government and commercial entities. Maintains visibility of problem areas, decides best course of action to provide capabilities and meet objectives.

    • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
    • Selectee will be required to wear the military uniform.

    Information Assurance Certification may be a condition of employment. This position could include information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position may be required to achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

    GENERAL EXPERIENCE
    :
    This series covers two-grade interval administers that manage, supervise, lead, administer, develop, deliver, and support information technology (IT) systems and services. This series covers only those positions for which the paramount requirement is knowledge of IT principles, concepts, and methods; e.g., data storage, software applications, networking.

    Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

    SPECIALIZED EXPERIENCE:
    Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

    Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

    Education

    Substitution of Education for Specialized Experience- A 4-year course of study leading to a bachelor's degree may be substituted for 6 months of specialized experience requirements. One full year of graduate level education or superior academic achievement may be substituted for 12 months of specialized experience requirements. A masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted for 24 months of specialized experience requirements. A Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree may be substituted for 36 months of specialized experience requirements. .

    Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
