    Summary

    This position is located in the Statistical Methods and Quality Assurance Branch (SMQAB) of the U.S. Census Bureau's National Processing Center (NPC). The incumbent serves as the Chief of the Census Coverage Measurement Section and provides overall technical guidance and administrative responsibilities for all functions and projects of the section. This position is not in the bargaining unit.

    Tour of Duty: Monday through Friday, 7:00 a.m. to 3:30 p.m. Alternate Work Schedule and other various flexible work schedules may be available. Alternate Work Schedule is an 80-hour biweekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off.

    This is an interdisciplinary position and may be filled under 1529, Mathematical Statistician series, or 1530, Statistician series.

    Responsibilities

    The individual selected for this position will:

    • Supervise a professional staff of Survey and Mathematical Statisticians at varying levels through grade 12 and with the aid of these direct a staff of supervisory statistical assistants, statistical assistants, statistical clerks, and administrative personnel;
    • Research, plan, and implement assigned projects requiring the application of statistical and/or mathematical statistical theory;
    • Plan and conduct project-related studies, which includes preparing specifications and developing new or modifying existing procedures;
    • Analyze and evaluate the accuracy and validity of data;
    • Develop and apply measures/models to resolve problems;
    • Serve as a consultant on survey sampling and processing operations at NPC.

    Qualifications

    Time-in-Grade: In addition to specialized experience, you must meet the time-in-grade requirement. Current and former Federal civilian employees must have held a position at the grade 12 for at least 52 weeks in the Federal Service for promotion to the grade 13. Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for a special hiring authority or a reinstatement eligible.

    1530 Basic Requirements:
    A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

    B. Combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

    1529 Basic Requirements:
    A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

    B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

    Evaluation of Education: Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite.

    In addition to meeting the basic requirements, applicants must have specialized experience and/or directly related education.

    Specialized Experience: You qualify at the GS-13 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This experience must have been equivalent to at least the grade 12 level to meet the qualification requirements in the Federal Service. Examples of experience must have equipped the applicant with knowledge of statistical theories, methods, and techniques. Specialized experience includes planning and organizing processing efforts for large-scale censuses or surveys; and supervising, budgeting, managing, and implementing process activities for a large-scale processing or data collection for a Census (Agriculture, Economic, Decennial, etc.) or a large survey program.

    Education may not be substituted for experience at this grade level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    How You Will Be Evaluated
