    This position is with the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team (MST), Human Capital Management (HCM) division, and is located in Alexandria, VA.

    Responsibilities

    • Manages or administers HR functions and processes in classification
    • Maintains continuing awareness of and performs research in human resources law, regulation and policy relating to classification; determines effect on The Office of Inspector General operations and policies and recommends methods to address new requirements and integrates them into current operations
    • Prepares assigned procedures ensuring legal and regulatory compliance
    • Utilizes electronic information systems required for assigned function areas for internal reporting requirements such as metrics; enters retrieves, and tracks information to produce reports; identifies and documents problems and works with responsible staff to resolve problems
    • Provides expert position management and classification services for all civilian positions, exercising delegated classification authority while applying with applicable law, regulation and policy
    • Identifies the need for, plans and conducts individual and organizational position reviews; provides specialized analyses and evaluations; ensures consistent grades and position structure across organizational lines

    Qualifications

    You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

    You may qualify for the GS-13 level, if you fulfill one of the following qualifications requirements:

    One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to classify positions in the General Schedule, applying Office of Personnel Management classification standards and processing classification actions. This experience involved advisory services to management; preparation of associated documentation; and use of information systems to process classification actions.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    There is no substitution of education for specialized experience at this level.
    Only experience and/or education obtained by the closing date of this announcement will be considered.

    Other Position Requirements
    Position has been designated as Noncritical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
    Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
    Recruitment incentives MAY be authorized.
    Permanent Change of Duty (PCS-Relocation) expenses WILL NOT be paid.
    If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.
    The incumbent must adhere to the DoD Standards of Conduct.
    Military retirees seeking to enter civil service in the Department of Defense now require a waiver if they are within 180 days following their official date of retirement (5 United States Code 3326.)

    How You Will Be Evaluated

    Your complete application package includes:

    Resume showing relevant experience (cover letter optional). Resume should include the following: where you worked, job title, duties and accomplishments, employer's name and address, supervisor's name and phone number, starting and end dates (Mo/Yr), hours per week and salary.

    Copy of your most recent SF-50, Notification of Personnel Action, if applicable, which documents current Competitive (#1 on block 34 of SF-50) position occupied. If the position currently occupied is Excepted Service (#2 on block 34 of SF-50), you must provide an SF-50 that provides proof that you've held a permanent position with career or career-conditional status, unless your Excepted Service appointment qualifies you for appointment through an interchange agreement or miscellaneous authority.
