This position is located in the Casper Field Office. Located at the base of Casper Mountain and along the banks of the North Platte River in central Wyoming, the Casper Field Office manages approximately 1.4 million acres of BLM-administered surface land and 4.7 million acres of mineral estate within Natrona, Converse, Platte and Goshen Counties. The area has a rich history and a variety of recreational opportunities.

Although this position is located in Casper, WY the position reports to the BLM Wyoming State Office located in Cheyenne, Wy under the Cadastral department in the Support Services Division.
This position serves as land surveyor in a Bureau of Land Management Office. The land surveyor will perform work which involves measurement of public lands, including establishing, investigating, and reestablishing land and property boundaries, including preparing plats and legal descriptions for plats of land; and work that involves knowledge and application of the principles of land surveying in combination with knowledge of land ownership laws. Duties include planning and conducting routine surveys and resurveys involving problems of moderate complexity, serving as survey party chief on routine or small-scale survey and resurvey projects, performing surveys in the full field-to finish mode, preparing reports and maintaining records of work accomplishments and required administrative information, and preparing draft field notes and plats. Most assignments are characterized by inadequate or inconclusive data requiring extensive search and interpretation of land records, historical data and legal decisions. Incumbent will encounter situations of a varying degree of complexity from the simple to the most complex. More complex surveying situations would normally be referred to higher authority, with the incumbent’s suggested recommendations, for proper guidance.

Degree: Land Surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education.
The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

Specialized Experience for the GS-07 Land Surveyor: 1 year of specialized experience equivalent to at least the GS-05 level in land surveying related work. Examples: Working with federal and state laws, regulations, guidelines, and policies concerning cadastral surveys; experience reading and interpreting survey records with physical evidence to restore or reestablish obliterated corners; experience with legal principles as they apply to surface and subsurface (mineral) ownership boundary control. Operation, adjustment, and maintenance of surveying equipment and instruments, including global positioning systems, theodolites, and total stations. Preparing technical reports on routine survey situations; dealing diplomatically with landowners in explaining the purpose of a survey, to obtain knowledge as to existing property boundary control evidence, and to gain physical access to the vicinity of the survey. Work with software and tools used in electronic collection of survey data and creation of CAD drawings, and the ability to utilize word processing software for the preparation of draft field notes; OR One year (18 semester hours) of graduate-level education in Land Surveying or Civil Engineering with surveying option/emphasis.
Specialized Experience for the GS-09 Land Surveyor: 1 year of specialized experience equivalent to at least the GS-07 level in land surveying related work. At this level, land surveyors independently perform recurring assignments that are more difficult & complex than those performed by a recent graduate. Examples: In-depth professional experience with federal and state laws, regulations, guidelines, and policies concerning cadastral surveys. Experience reading and interpreting survey records and deeds; evaluate and correlate information from residents and private surveyors along with physical survey evidence to restore or reestablish obliterated corners; ranking of evidence, working with legal principles as they apply to surface and subsurface (mineral) ownership and property boundary control; OR 2 years of progressively higher-level graduate education leading to a master`s degree or master`s or equivalent graduate degree in land surveying or civil engineering with a surveying option/emphasis; OR have an equivalent combination of the type and level of experience and education described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
