    Responsibilities

    Peer Support Apprentices serve in a developmental capacity and do not receive the full range of assignments performed by Peer Specialists. Peer Support Apprentices are temporary employees and will be appointed on a time-limited (TERM) appointment.

    The Peer Support Apprentice will be assigned to Women's Health or Integrated Primary Care in collaboration with the Whole Health Program. The incumbent will serve in an entry level capacity to attain the knowledge, skills, and abilities needed to prepare the individual to be certified as a Peer Support Specialist, and to be able to perform the full range of assignments found at the full-performance level of the Peer Specialist position. As an entry level position, most duties are performed with assistance of a higher level Peer Specialist and/or close supervision of a licensed independent provider. Duties include, but are not limited to:

    • Participate in the service, training, consultative and other professional activities of rehabilitation treatment program and functions as a full professional member of the multidisciplinary team, assisting physicians and other professional/non-professional personnel in a rehabilitation/whole-health treatment program;
    • Perform a variety of therapeutic and supportive tasks that include assisting their peers in articulating their goals for recovery, learning and practicing new skills, helping them monitor their progress, assisting them in their treatment, completing whole-health assessments, completing whole-health coaching, modeling effective coping techniques and self-help strategies based on the specialist's own recovery experience, and supporting them in advocating for themselves to obtain effective services;
    • Access transportation and driving a government car is required to perform in a wide range of settings, including within the Medical Center, Community Based Outpatient Clinics, in community or private family homes; or in transport vehicles;
    • Perform other related duties as assigned.
    Work schedule: Monday-Friday 8:00am - 4:30pm, with an alternate weekend schedule possible Tuesday-Saturday 8:00am - 4:30pm.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2018.

    Physical Requirements: The applicant must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of others. The incumbent operates a government vehicle as part of their job duties and could be required to transport patients in a government vehicle; as such, incumbent will be required to successfully complete a physical fitness exam for motor vehicle operates by our VA Employee Health Office.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    Federal Employees - Your SF-50 (a non-award SF-50) must include enough information to be able to determine that time-in-grade requirements have been met and include your position title, pay plan/series/grade, tenure and the type of appointment (i.e. competitive/excepted). In some cases you may need to submit more than one SF-50 to show time-in-grade has been met.

    The following basic requirements that must be met: Statutory Requirements: Section 405 of Public Law 110-387, as codified in 38 U.S.C. 7402(b)(13), established that to be eligible to receive appointment to a Peer Support Apprentice, a person must:
    1. Be a Veteran* who has recovered or is recovering from a mental health condition. *Definition of a Veteran for this purpose: Per 38 U.S.C. 101(2) the term "Veteran" means a person who service in the active military, naval or air service, and who was discharged or released under conditions other than dishonorable (or submits a certification that he or she is expected to be discharged or released from active duty in the armed forces under honorable conditions not later than 120 days after the date of the certification's submission).
    2. Length of Experience as a Consumer of Mental Health Recovery Services. Veterans eligible under 38 USC 7402(b)(13) must have spent a minimum of 1 year in personal recovery from a mental health condition.
    3. Valid, unrestricted state driver's license.

    ** Please submit a copy of your DD214 (member 4 copy) - Certificate of Release or discharge from Active Duty to satisfy these basic requirements.

    The entry level Peer Support Apprentice position (GS-5) itself does not provide any known promotion potential, but does allow uncertified, but otherwise qualified Veterans to receive training for becoming certified and thus fully qualify for future non-time limited Peer Specialist opportunities. In all cases, Peer Support Apprentices must actively pursue becoming certified as required to serve as a Peer Specialist by 38 U.S.C. 7402(b)(13)(B). At the time of appointment, the supervisor will provide the Peer Support Apprentice with the written requirements for becoming certified, the date by which he or she must become certified, and the consequences for not becoming certified by the deadline. Failure to become certified by the prescribed date will result in removal from this GS-102 occupation and may result in termination of employment.

    *After obtaining the Peer Specialist Certification, the selectee will be required to apply for the Peer Specialist position (GS-6 through GS-09). Selectees are not guaranteed selection for the Peer Specialist (GS-06 through GS-09) position.**

    Candidates selected for this position will be subject to a TERM appointment not to exceed two years to allow for the training to be given to the applicant. After training and the specialized one year experience, failure to become certified will result in removal from the GS-102 occupation and may result in termination of employment. Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). Appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

    1. Ability to assist Veterans with their recovery programs by providing Peer Support
    2. Ability to provide vocational support to Veterans in recovery programs
    3. Skill in using problem solving techniques to troubleshoot or diffuse emergent situations involving individuals diagnosed with mental illness
    4. Skill in effective communications
    5. Skill in effective written communications
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
