    Summary

    The Office of Associate Chief Counsel (Financial Institutions and Products- FIP) employs approximately 60 attorneys who work in Washington DC. FIP attorneys provide legal advice and litigation support on tax matters involving financial institutions and the taxation of financial products, that includes financial institutions and products include banks, thrift institutions, insurance companies, regulated investment companies, real estate investment trusts, asset securitization arrangements, life insurance contracts, annuities, options, futures contracts, original issue discount obligations, hedging arrangements, tax exempt and tax credit bonds, and other types of innovative financial instruments and entities.

    This position is located at IRS, Office of Chief Counsel 1111 Constitution Ave., NW, Room 3547, Washington, DC 20224

    The selectees will serve in General Jurisdiction Branches.

    Responsibilities

    As a Senior Attorney, you will serve as an expert in several specific areas of tax law.

    • Considers suggestions for changes in the Internal Revenue laws and other Federal laws relating to the issues under the jurisdiction of the Division Counsel/Associate Chief Counsel or Associate Chief Counsel.
    • Identifies regulartory and tax administration issues raised by those laws.
    • Responds to requests for legal opinions on the application or interpretation of the Internal Revenue laws and other laws.
    • Analyzes requests for advisory opinions, private letter rulings, technical advice, and Chief Counsel Advice on complex issues.
    • Participates in the development and administration of tax treaties and other international orgainizations.

    Qualifications

    You must meet the following requirements by the closing date of this announcement:

    Specialized experience for this position at the GS-14 level includes:

    Possess a J.D. plus 3 years of professional tax legal experience (one year must have been comparable to the GS-13 level) or an LL.M. plus 2 years of professional tax legal experience (one year must have been comparable to the GS-13 level).

    In addition, you must possess legal experience in one of the following areas: handling tax matters involving financial institutions and/or financial products (including banks, thrift institutions real estate investment trusts (REITs), regulated investment companies (RICs), real estate mortgage investment conduits (REMICs), dealers and traders in securities, debt modifications, options, futures contracts, notional principal contracts, other derivative financial products, original issue discount obligations and other debt instruments, hedging arrangements, or other types of financial instruments and entities).
    • The J.D. and/or the LL.M must be from an ABA-accredited law school.
    • Candidates must be admitted to practice law before the highest court of a state or territory of the United States; the District of Columbia; or the Commonwealth of Puerto Rico.
    • One year of professional legal experience refers to full-time work after admittance to the bar. Part-time work is considered on a prorated basis.
    • The experience may have been gained in either the public or private sector.

    For positions with an education requirement, or if you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected.

    CONDITIONS OF EMPLOYMENT:

    • A 1-year trail period is required.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

    • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.
