    WHAT DOES A CONTRACT SPECIALIST DO? As a Contract Specialist you will be responsible for a full range of planning, directing and administering complex acquisitions which are often Servicewide in scope and for pre-award and/or post award.

    WHAT DOES THE OFFICE OF PROCUREMENT DO? The Office of Procurement provides acquisition services for all Business Units of the IRS and other Bureaus and Offices within Treasury. Our contracting professionals deliver quality service and support throughout the acquisition life cycle, from planning to close out. Our goal is to deliver quality acquisition services to ensure the IRS can meet its mission of effective tax administration.

    Responsibilities

    As a Contract Specialist you will:

    • Assist customers in developing statements of work and procurement strategy. Develop evaluation plans, pricing methodologies, and administration plans.
    • Recommend streamlining initiatives; utilize the use of innovative principles to improve procurement operations and customer service.
    • Serve as an advisor on acquisitions for complex equipment, supplies and services, which have a significant impact on the effectiveness of the entire tax system nationwide.
    • Solicit contractual proposals, negotiate, execute, administer and terminate public contracts for the Service.
    • Perform contract administration function, such as verifying evidence of contractor's progress, negotiating modifications, issuing termination notices, reviewing contract claims, approving payments, and conducting contract closeouts.
    • Insure that all requirements of law, executive orders, regulations and other applicable procedures have been met and report all unlawful behavior.

    Qualifications

    BASIC REQUIREMENTS (GRADE 13 & ABOVE):
    You must complete all Mandatory Training requirements as described in DEPARTMENT OF THE TREASURY ACQUISITION CAREER MANAGEMENT PROGRAM HANDBOOK. AND
    4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to the next lower level as defined below. AND 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Exception: Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on or after January 1, 2000. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade.

    In addition to the above, you must meet the requirements described below:

    GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: A comprehensive knowledge of and the ability to carry out all aspects of the procurement regulations, official guidance and contracting principle, including the latest procedures and techniques sufficient to plan, develop, and implement all contractual aspects of a Procurement Program, and apply regulations under the Federal Acquisition Regulations (FAR). Examples may include: Contract Cost and Price Analysis Techniques; Sophisticated pricing arrangements, cost accounting, generally accepted accounting principles, cost accounting standards, generally accepted government auditing standards, and life cycle costing sufficient to plan; Knowledge of industry trends pertaining to the acquisitions of highly specialized equipment, supplies and services; and Knowledge of public and private sector and legal principle and practice.

    -The experience may have been gained in the public sector, private sector or VolunteerService. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    EDUCATION DOCUMENTATION
    If you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent.
    Exception: Based on the OPM Qualification Standards, if you occupied a GS-1102 position at GS-5 through GS-12 on or after January 1, 2000, you meet the basic education requirements for GS-1102 positions up to the GS-12 level. If you held the 1102 series outside IRS, you must provide a copy of your SF-50 showing you held the series or a copy of your transcripts or equivalent. An official transcript will be required if you are selected.

    A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
