Physical demands: The position requires good physical condition for review, inspection, and construction of projects, and surveys. The work requires long hikes over rugged terrain, long hours of drivingover rough roads, and hauling instruments and other engineering equipment and supplies. The position also requires periods of sitting in the office related to the planning and design of assigned project.
Work environment: Approximately 40 percent of the work is performed in the field under all types of terrain and climatic conditions of the desert with temperatures ranging from over 100 degrees Fahrenheit in the summer to below 0 degrees Fahrenheit in the winter months. Outside work conditions may involve brushy, wet, steep, rocky, and/or rough terrain. Travel in snow, rain, or on muddy roads may create hazardous driving conditions. In addition to weather, field hazards may include snakes, poisonous plants, and insects. Approximately 60 percent of the assignments must be accomplished in the office (i.e. design work, project planning, etc.)
This position serves as a Civil Engineer for the Canyon Country District. The incumbent has professional engineering responsibilities for survey, design, and development of construction and maintenance projects, recreation and facility operations and maintenance, and contract preparation and administration activities for the District Office. At the full performance level, major duties include but are not limited to:
- Providing professional engineering, construction, and maintenance expertise for the District's administration sites, recreation sites, roads, buildings, dams, and bridges as well as range, watershed, recreation, wildlife, and other program activities.
- Ensuring facilities meet sound engineering design principles, environmental standards, and are in compliance with Bureau directives and manuals.
- Preparing and reviewing cost and time estimates, work schedules, cost/benefit analyses, and feasibility studies for contracts.
- Utilizes AutoCAD Civil 3D software to accomplish civil engineering design work and drawing preparation.
- Performs surveys for development of proposed project plans, as-built conditions, and construction control and reference using GPS survey equipment.
25% or less - At times, travel for field work, meetings and/or training may be required.

QualificationsBasic education requirement: A) Degree: professional engineering. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B) Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Selective Placement Factor: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
1) Have a valid state driver's license.
In addition to the basic education, selective placement factor and time-in-grade requirement, to qualify at the GS-09 level you must meet one of the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Civil Engineer. At this level, experience examples include: assisting engineers in the design & development of drawings & specifications, construction & maintenance programs for structures, roads, recreation facilities, public water systems, wells, & pipelines, inventory, reducing or eliminating hazards as part of a hazard reduction program. OR Education: To qualify based on education you must have 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree with coursework directly related to Civil Engineering. OR Combination of Graduate Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet the total experience requirements if it has provided the knowledge, skills, and abilities necessary to do the work. When substituting, you cannot use the first 36 semester hours that you earned.
In addition to the basic education, selective placement factor and time-in-grade requirement, to qualify at the GS-11 level you must meet one of the following:

Establishing inspection requirements, schedules & control methods, and hazard reduction programs. OR Education: To qualify based on education you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree with coursework directly related to Civil Engineering. OR Combination of Graduate Education and Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet the total experience requirements if it has provided the knowledge, skills, and abilities necessary to do the work. When substituting, you cannot use the first 54 semester hours that you earned.
