    The Jack C.     Responsibilities

    The Primary Care Nurse IV position is located at Jack C. Montgomery Medical Center and directly contributes to the administrative and clinical operational component of delivering healthcare for Primary Care to Veterans. The incumbent is a key resource to primary care health executive management and other operating officials. Incumbent works in an organizational dichotomy of professional and administrative programs that constantly overlap in the management of the Primary Care Program in Muskogee, Oklahoma and its Community Based Outpatient Clinics (CBOCs). The Primary Care Nurse IV has direct responsibility for the operation of CBOCs located in Tulsa, Hartshorne, Vinita, Idabel (contract staff), and contract providers who operate the Emergency Department after hours, weekends, and holidays. Responsibility will also include the soon to be activated CBOC in Bartlesville, and other CBOCs as access needs dictate in the future. The physical dispersion of the additional clinics and future clinics, along with the inherent complicating factors associated with the contract administration adds significantly to the complexity of this position.

    • Incumbent is responsible for administrative functions of their assigned service/programs.
    • Functions as an administrator, educator, and consultant utilizing management theory in collaboration with all services and Service Chiefs.
    • Incumbent is accountable for clinical management of the patient care functions of Primary Care Service including performance improvement, policy administration, practice standards, risk management, adherence to licensure and other credentialing requirements for all service line and staff and compliance across all Primary Care programs.
    • Incumbent will facilitate close working relationships with the Chief of Staff, Chief of Medicine and the medical center physicians, as well as other Clinical and Administrative Services.
    • Incumbent works closely with the Associate Director of Patient Care Services, Chief of Business Office and Service Chief of Education in the coordination and administration of mandatory training, staffing orientation, and to facilitate educational programs.
    • Incumbent must be able to influence decisions and actions beyond the scope of normal program areas, which involve total facility plans and polices.
    • The incumbent will utilize information gleamed from studies, VSSC, provider profiling, Data Warehouse, MCA data, customer satisfaction surveys and VISN/Headquarters performance measure to apply in terms of future planning and growth within Primary Care Services to include the CBOCs.

    Work Schedule: Monday - Friday 8:00 AM to 4:30 PM

    Occasional travel - Duty location primarily Muskogee, however incumbent will be expected to spend a significant time at Tulsa and routine visits to other CBOC's

    Physical Requirements: The population of male and female Veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. JCMVAMC is an interdisciplinary teaching facility, serving medical and surgical inpatients and outpatients. There is a large outpatient psychiatric population, with visits to the Emergency Department and admissions for medical co-morbidities. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.


    Qualifications

    Basic Requirements:
    • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
    • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
    • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
    Preferred Experience: Experience in Nursing Leadership in a complex organization, such as a VA Medical Center, is highly desirable.

    Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
    • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
    Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
