    Summary

    This Term Appointment will initially be for a three-year period, but may be extended for a total of five years. Should the need arise, this position may be made permanent without further competition.

    As an employee on a Term Appointment, you will not acquire competitive status and you will not be covered by the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from CNCS to other agencies in the competitive service of the federal government.     Responsibilities

    The Legislative Aide is a member of the Office of Government Relations at the Corporation for National and Community Service. Based on a working knowledge of the responsibilities and the mission of the Corporation, as well as a working knowledge and understanding of the Corporation programs and initiatives, the Legislative Aid performs a variety of support functions for the Director and the Office of Government Relations.

    Duties:

    • Assists in communications with the offices of federal, state, and local elected officials.
    • Assists in developing systems and procedures for the office.
    • Prepares briefing materials for Agency senior leadership, including CEO and program directors.
    • Manages Government Relations email updates to federal, state, and local officials, including managing use of Gov Delivery.
    • Drafts correspondence for Government Relations purposes.
    • Maintains database of staff contacts in Congressional and other elected officials' offices; assists in tracking Congressional inquiries and legislation.
    • Prepares agendas, talking points and background information for the Director.
    • Conducts research and performs other communications tasks, as assigned.
    • Performs other duties as assigned by the Director.

    Qualifications

    Applicants must have one year of specialized experience comparable in scope and responsibility to at least the mid-range of the NY-01 pay band, which would be at or equivalent to, the GS-05 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes work directly related to the support of high level national, state, or local elected officials to include assisting in the preparation of briefing materials, letters and reports; compiling and maintaining spreadsheets; and conducting research for reports.


    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

    Such experience must be clearly documented in the applicant's resume.

    Education


    If you are qualifying based on education alone, you must have one full year of graduate level education or superior academic achievement as defined by being in the upper third of your graduating class; or possessing a 3.0 GPA or higher over four years of education; or possessing a 3.5 GPA or higher during final 2 years of education. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.

    You may also qualify based on a combination of education and experience, if applicable.

    If you are a male applicant who was born after 12/31/59 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.

    Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:
