    Responsibilities

    This position is developmental from GS-0201-07 TO TARGET GS-0201-09. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.

    · The primary purpose of this position is to administer the personnel readiness program, provide technical guidance and assistance to commander within the organization on all aspects of the program. This is as an Air Reserve Technician (ART). This is a developmental position with known potential to the target position of GS-0201-09.
    · Develops wing readiness plans for the administration of contingencies and mobilization; Manages programming plans (PPLANS) for receipt/conversion of new weapons systems, mission changes and unit activation/deactivation.
    · Manages contingency and Exercise deployments. Serves as advisor to wing/group/unit commanders on deployment programs. Manages Deployment Systems. Manages and control the Personnel Module of the Integrated Deployment System (IDS), critical to deployment/employment of tasked personnel in support of global operations.
    · Personnel Support for Contingency Operations (PERSCO) mission ready and training. Advises Mission Support Squadron (MSS) Commander on PERSCO portion of Status of Resources and Training Systems (SORTS) Report. Assists MPF commander in planning, programming and monitoring MANPER-B and PERSCO training programs. Provide training and guidance to Unit commanders and Unit deployment Managers (UDM) on personnel accountability, SORTS, The Deployment Management System (DEMS), and personnel deployment requirements.
    · Serves as Classified Control Officer. Responsible for safeguard and proper destruction of classified material and equipment IAW AF instructions, higher headquarters and local guidance. May be required to perform personnel relocation and personnel employment duties as directed.

    ADDITIONAL CONDITIONS OF EMPLOYMENT:
    May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments.
    This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month. They are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. For additional information regarding ART positions and/or military qualifications, please call 1-800-257-1212. Retired military are usually ineligible for membership in the AF Reserves. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.

    Qualifications

    SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-05) or equivalent. Specialized experience must include knowledge, skills, and abilities to successful perform the duties of a Human Resources Specialist which involves an in-depth knowledge of military personnel policies, procedures, rules, guidelines, instructions/publications, etc., to understand respective programs and services provided.

    FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-05 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. In-depth knowledge of military personnel policies, procedures, rules, guidelines, and publications; of the automated systems, personal computers, hardware, and software.
    2. Knowledge of unit mission; of personnel annexes to Base Mobilization Plans.
    3. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity. Ability to analyze data/products.
    4. Knowledge of Deliberate Crisis Action Planning and Execution system (DCAPES).
    5. Knowledge of personnel relocation program; knowledge of personnel employment program.
    6. Knowledge of war planning.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave
