- The primary purpose of this position is to establish and execute a planned, systematic approach of quality assurance to provide adequate confidence that ACC Military Personnel Flight (MPF), Civilian Personnel Flight (CPF), and Commander Support Staff (CSS) functions conform to requirements in appropriate Air Force Instructions (AFis), Mission Performance Checklists and the Quality Assurance Surveillance Plan (QASP). Also serves as the ACC DP representative on the Business Requirements and Advisory Group (BRAG).
- Plans, develops, organizes, administers, evaluates, and coordinates a comprehensive quality assurance program designed to ensure that the Service Provider meets its responsibilities for product quality in the MPF functional areas of UPRG, Awards and Decorations, Customer Service, lnformation/Workgroup Management, Passport Agent and Civilian/Military Personnel Systems Management for thirteen installations in ACC and one installation in AFSOC.
- Evaluates and assesses MPF and CSS personnel functions at thirteen installations in ACC. Develops comprehensive Staff Assistance Visit (SAV) schedule to ensure compliance of MPF and CSS personnel to AFis and DP guidance in all personnel actions.
- Administers program and serves as the primary source of information for MPFs, CPFs, commanders, HQ ACC, HQ AFSOC, and staff levels on quality assurance policies, procedures, and requirements. Establishes command operating procedures and prepares supplements to QASP and SDS, when directed by HQ ACC/DP.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.

QualificationsGS-11: One year of specialized experience which includes knowledge of and skill in applying, fundamental HRM methods, principles and practices of the functions of MPFs in order to assess the effectiveness and quality of various work being performed.
This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service. NOTE: You must submit a copy of official transcripts.
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of military policies and standard procedures relating to quality assurance and inspection programs.
2. Knowledge of military organizational and rank structures, protocol, and similar matters.
3. Knowledge of safety and security regulations practices, and procedures .
4. Ability to plan, organize, and direct programs and subordinates to accomplish tasks on time and within budget.
5. Ability to communicate effectively, orally and in writing, and maintain effective working relationships. Must be capable of dealing with high-ranking officers and civilians.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
