    Joining the Office of the Undersecretary (OUS) means overseeing Department of Homeland Security (DHS) efforts to counter terrorism and enhance security, administrative performance, operational programs, and other pertinent management information.

    Responsibilities

    In this position, you will become a key member of a team of human resources (HR) professionals.Provides advisory services on recruitment and staffing actions. The incumbent is also responsible for the on­ boarding process of new personnel. Typical work assignments include:

    • Ensuring that selections are made in accordance with U.S. Office of Personnel Management (OPM) and Department Of Homeland Security (DHS) policies and regulations.
    • Announcing vacancies through internal merit promotion through USA Staffing.
    • Verifying all candidate selections are valid based on merit promotion, delegated examining unit, and non competitive selection procedures per Title 5 Code of Federal Regulations rules and procedures.
    • Advising management on recruitment strategies, sources and special programs designed to support mission goals and maintain necessary staffing levels.
    • Advising management on all employment mechanisms and recruitment strategies, necessary for the recruitment and placement of well-qualified and diverse candidates in internal or external competitive staffing actions.

    Qualifications

    You qualify for the GS-12 grade level (starting salary $79,720) if you possess one year of specialized experience at the GS-11 grade level performing the following duties:
    • Utilizing an automated staffing system to process, maintain, and retrieve employee personnel and staffing actions.
    • Conducting internal and external recruitment and placement actions to refer the best qualified candidates to the selecting official
    • Verifying all candidate selections are valid based on established regulations and policies.
    • Providing applicants and managers with information on recruitment actions.


    You qualify for the GS-13 grade level (starting salary $94,796) if you possess one year of specialized experience at the GS-12 grade level performing the following duties:
    • Utilizing an automated staffing system to process, maintain, and retrieve employee personnel and staffing actions.
    • Providing advice on internal and external recruitment placement procedures, practices and policies.
    • Verifying all candidate selections are valid based on established regulations and policies.
    • Researching and interpreting policies and guidelines to resolve recruitment and staffing issues.


    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide
    valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    Time-in-Grade
    Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.
