As a Contract Specialist, you will be responsible for the following duties (If selected at the GS-09 level, duties will be
performed in a developmental capacity):
- Contract management functions, such as amendments and modifications.
- Serves as a Contract Specialist for a wide variety of contracts involving special handling provisions, specialized terms and conditions, unique items, and a variety of contracting methods.
- Authorizes actions requiring Contracting Officer approval, such as delivery schedule changes, waivers, deviations, mistakes in bid/offer, bid/offer protests, premium payments, discrepancies, rejection of first article, substitution, accelerated delivery of high priority items, etc.
- Coordinates with other Government agencies having interrelated requirements, e.g., work contract deficiency reports (CDR) and request for deviations.
- Investigates and determine a resolution for quality notifications.
- Coordinates with vendors to resolve contract delinquencies, payment and/or delivery issues.
ABOUT THE POSITION: This is an Acquisition, Technology & Logistics (AT&L) Workforce Position in the Contracting
Career Field. The incumbent will be required to become certified at Level II in the applicable career field within 24
months, unless a Position Requirements Waiver is approved to extend the 24 months. AT&L position requirements will
be used in the evaluation criteria.

To qualify for a Contract Specialist, your resume and supporting documentation must support:
A. Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above. *Applicants MUST provide copies of official transcripts.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement above, to qualify for the GS-09 grade level, specialized experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector. To qualify for the GS-11 grade level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
- Administering contracts where the contracting actions are well defined and well precedented.
- Performing basic analyses for firm fixed- price or similar contracts, when historical pricing data and precedents are applicable.
- Using firm fixed-priced contracts, indefinite delivery, or similar contracts.
- Performing market research, negotiating agreements, and issuing contract modifications.
C. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
