    This position is located in the Small Business Administration, Office of Capital Access in Washington, D.C. This purpose of this position is to conduct lender and portfolio analysis in support of effective lender supervision and enforcement of SBA Loan Program requirements for SBA's 7(a) and 504 Program lenders.

    Responsibilities

    • Plan and conduct specialty program reviews and technical risk analyses to identify program and portfolio risk and identify lenders and agents with specific risk attributes.
    • Develop the analytical framework for risk identification and risk quantification supporting Agency decisions to take enforcement actions.
    • Conduct ongoing analysis on SBA's program, subprograms and portfolio risk and lender compliance with SBA Loan Requirements.
    • Direct and manage special studies involving in-depth research and analysis of complex or highly technical risk management, economic and financial issues.
    • Develop economic and financial impact analyses of the SBA program and portfolio.
    • Prepare written reports on program, portfolio and lender risks.
    • Analyzes portfolio and lender data, including inspection for completeness, accuracy and validity, formatting data into analyzable form, performing quality checks on completed database and statistical work, technical writing and proofreading and composing presentation and reports related to project methodologies and findings.

    Qualifications

    GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector independently performing economic and financial analysis on programs and operations, including performance measurement, using large database systems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.

    Education may not be substituted for experience for this position.

    This position has a MANDATORY Education Requirement in addition to the specialized experience requirement:
    You must have a Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
