    Summary

    Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

    About the Position:
    This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-APF-W6TMAA US ARMY NAT GROUND INTL C.

    Responsibilities

    Serves as intelligence analyst, performing developmental level professional engineer/scientist research and analysis in an assigned scientific and technical (S&T) intelligence specialty area (Artificial Intelligence). Assigned S&T subject area is normally a portion of one of the Division's mission areas. Investigates intelligence problems for an assigned S&T subject area. Consults with supervisor or senior analyst to identify customer requirements, activity and agency mission objectives, and significant newinformation or trends for assigned portions of ongoing intelligence research. Responds to quick reaction tasks to provide technical information. Recommends research direction for assigned portion of Division S&T mission areas based on knowledge of significant developments in subject area and current assignments. Participates in Army and intelligence community working groups and committees, discussing analytical issues and contributing to the development of improved analytical methods and assessments in assigned specialty area.

    THIS IS A DEVELOPMENTAL POSITION HIRING AT THE GG-09 LEVEL ONLY WITH FULL PERFORMANCE LEVEL (FPL) TO THE GG-13 LEVEL. Employee may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2). If there is higher level work at the developmental/target grade level. (3) Assignment of increased responsibilities. (4) Recommendation for promotion by supervisor. (5) Satisfactory completion of all required training. (6) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed.

    NOTE: Current Department of Army employees at the full performance level of this series will be excluded for consideration for this position.

    • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

    Qualifications

    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Specialized Experience: One year of specialized experience which includes experience in machine learning, artificial intelligence or computer science, applying knowledge of the principles, concepts, and techniques of a Science and Technology (S&T) intelligence subject area to produce targeted S&T intelligence projects utilizing innovative analytical methods. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GG/GS-07).

    Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Engineering and/or Physical Sciences.

    OR

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

    The Engineering and Physical Sciences occupational families have specific educational requirements. In addition to meeting the specialized experience requirements, you must also meet the specific educational requirements for the series that you apply for in order to be considered for this position. The requirements for each series are described in the occupational questionnaire.
