    The Denver VA Eastern Colorado Health Care System (ECHCS) is complexity level 1a and provides a full range of state-of- the-art patient care services. We are also in the final stages of construction on a brand-new replacement Medical Center. Once completed, the new Rocky Mountain Regional VA Medical Center will be one of the largest and newest VA hospitals in the US. The RMR VAMC will be a 182-bed hospital which will include a 30-bed spinal care injury treatment center. Located on the world class Anschutz Medical Campus, the new VA hospital will neighbor with the University of Colorado Hospital, the Children's Hospital of Colorado, and the University of Colorado Schools of Medicine, Nursing, Dentistry, Public Health and Pharmacy. Denver offers a mild climate with year-round recreational activities, diverse cultural attractions, excellent schools and a wide range of housing options, lifestyles and sports. It will provide tertiary care and services to over 92,000 patients and is a major referral center for veterans living in Wyoming, Montana, Kansas, and New Mexico. ECHCS serves as an educational and research center, it is highly affiliated with medical and educational institutions. Health Care Services are provided at 15 different geographically dispersed locations incorporating nine Community Based Outpatient Clinics, two Primary Care Telehealth Outpatient Clinics, one Community Living Center, Homeless Veteran's Domiciliary, a Community Referral and Resource Center, a Polytrauma and Blind Rehabilitation Center and VA presence on two DOD bases; Fort Carson and U.S. Air Force Academy covering a geographical area of over 40,000 square miles. ECHCS employs over 3,000 personnel in 150 occupations.

    The Auditor is part of the Fiscal Service of the VA Eastern CO Health Care System. The Auditor is responsible for obtaining comprehensive information about the organization or function that is scheduled for audit and determine the objectives of the audit. The Auditor will provide expert administrative and technical support to Fiscal Services in a capacity that meets all expectations of audits. The Auditor will also provide Contracting Liaison services for the Medical Centers located throughout ECHCS, in such areas as program analysis, coordination with clinical and administrative programs, computer systems, trend analysis and training.

    The Full Performance Level of this Auditor position is GS-12. If selected at the GS-11 level, the developmental incumbent's work will be reviewed by the supervisor to evaluate the following: Adherence to designated policies and procedures; ability to deal with new, unusual and ongoing changes; ability to coordinate activities with other programs, and effectiveness in interpersonal relationships. In addition, the supervisor will conduct spot checks to evaluate the incumbent's progress. Upon completion of satisfactory performance at the lower grade level and upon meeting regulatory requirements, the incumbent will be non-competitively promoted to the targeted grade.

    Major Duties:

    • Provide expert administrative and technical support to Fiscal Services in a capacity that meets all expectations of audits.
    • Provide Contracting Liaison services in such areas as program analysis, coordination with clinical and administrative programs, computer systems, trend analysis and training.
    • Evaluate the current status of accounting or reporting systems or operating programs.
    • Evaluate the ability of accounting or reporting systems to generate meaningful and timely data.
    • Provide training in the utilization of Integrated Funds Control, Accounting, and Procurement system in addition to the use of Invoice Payment Processing System for checking the status of invoices and payment detail.
    • Prepare and present reports to the management level and takes action on the audit findings.
    • Request data for internal audits that are performed to insure adherence to all VA policies and procedures.

    Physical Requirements: The work is principally sedentary. There may be some walking in factories, warehouses, supply dumps, and similar areas to check on inventories and the existence of, or nature of, equipment and property.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2017.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You must meet the Basic Requirements for the 0511 series position to be eligible for consideration, as described below:

    AUDITOR (0511) INDIVIDUAL OCCUPATIONAL REQUIREMENTS
    1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."); OR,
    2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

    AUDITOR, GS-0511-11
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting financial audits in accordance with Government auditing standards by evaluating the financial management of an activity, factoring in policy, purpose, efficiency, economical use or property and personnel, resource management, financial data reporting, and accounting principles, standards and compliance. OR,
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you mut have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree on top of the basic education requirements. OR,
    • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond minimum education requirements.
    AUDITOR, GS-0511-12
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently conducting financial audits in accordance with Government auditing standards by evaluating the financial management of an activity, factoring in policy, purpose, efficiency, economical use or property and personnel, resource management, financial data reporting, and accounting principles,
      standards and compliance; analyzing work related to the developing and executing audit policies and programs.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
