    Summary

    This position is located in the Office of Scheduling and Advance within the Office of Management. The incumbent is responsible for supporting the Office of the Secretary in all matters of protocol and in the execution of events.

    Responsibilities

    As a Protocol Specialist, you will:

    • Serve for the Secretary and the Deputy Secretary; work with Embassy employees in setting up meetings and conferences in the United States and abroad; preparing for and assisting with high-level official international visits, preparing official government-to-government signing ceremonies, and executing official gift presentations to foreign dignitaries and officials.
    • Maintain foreign visitor database for the Office of the Secretary which requires close coordination with Embassy officials and the Secretary's scheduler and/or the Director. Prepare all foreign national clearance memoranda for the Secretary and the Deputy Secretary's meetings in Washington, coordinating with Departmental Security Headquarters.
    • Provide advance support for the Secretary and Deputy Secretary's international trips and those events in the United States which have international components.
    • Works special projects and special events hosted by the Office of the Secretary; provides additional support for and counsel to the Office of the Secretary in the matter of official gifts.

    Qualifications

    SPECIALIZED EXPERIENCE REQUIREMENTS

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service, i.e., GS-12. Specialized experience for this position is:
    1. Mastery of protocol related to national and international rules, procedures, traditional, and formal diplomatic customs, courtesies, and etiquette.
    2. Knowledge of policy, decision-making institutions of the legislative and executive branches of Federal government.
    3. Knowledge of energy programs, policy developments, domestic and international.

    2. Knowledge of the mission, functions, laws, regulations, precedents, programs, policies, budgets, goals, objectives, protocol rule and regulations and issues concerning the overall organization.
    3. Knowledge of and skill in applying the principles, practices and techniques of management. Knowledge of a variety of quantitative and qualitative analytical principles, methods and techniques.
    4. Knowledge of the policy and decision- making institutions of the legislative and executive branches of the Federal government, key public and private policymakers of foreign countries, companies, and international organizations.
    5. Knowledge of DOE's programs as well as significant energy policy developments abroad that may affect domestic and international energy policy.
    6. Highly skilled in oral and written communication for the purpose of presenting findings and recommendations to the supervisor and Departmental staff.
    Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
