    Responsibilities

    DUTIES:
    The primary purpose of the position is to serve as a professional mechanical engineer, performing operations and maintenance (O&M) engineering duties in support of a military installation.

    • Performs O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing professional knowledge of mechanical engineering.
    • Provides mechanical engineering support to trades and crafts shops. In conjunction with the primary duty of maintenance engineering, on a less frequent basis performs work in the construction management, design, and/or programming/base development functions.
    • Coordinates projects with other engineers in other disciplines or with architects.
    • Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
    • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
    This is a Term position NTE 3 Years; the individual selected for this position may be extended without further competition.     ADDITIONAL CONDITIONS OF EMPLOYMENT:
    1. Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
    2. The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
    3. May serve as the Base Energy Conservation Manager or Utilities Manager as required.
    4. May act as project liaison with the Army Corps of Engineers or other design agencies as required.
    5. May be required to serve on A&E selection boards and construction contract source selection boards.
    6. Must be able to obtain and maintain a Secret Clearance.

    Qualifications

    Basic Requirement for GS-0830-11 MECHANICAL ENGINEER:
    A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
    OR
    Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.     AND
    Specialized Experience: One year of specialized experience for GS-0830-11 Mechanical Engineer which includes professional knowledges and abilities applicable to a wide range of mechanical engineering duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements of some projects; and ability to apply the standard practices of related engineering disciplines and architecture as they relate to maintenance engineering. This definition of specialized experience is typical of work performed at the GS-09 grade/level or equivalent in the federal service.
    OR
    Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.
    OR
    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.


    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas.
    1. Professional knowledge of mechanical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture.

    2. Knowledge of the operations, products, services, needs, and goals of the program(s) and the organizations studied or served, and related customers, functions, resources, and users; and knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.

    3. Knowledge of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; and of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.

    4. Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.

    5. Ability to plan, conduct, and record site/facility surveys and inspections.

    6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and ability to communicate effectively both orally and in writing and maintain good working relations.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
