    Summary

    This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Silver Spring, MD.

    This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

    The ZP-05 is equivalent to the GS-15.

    The full performance level for this position is ZP-05.

    Responsibilities

    The individual selected for this position will:

    • Manage teams responsible for operating complex IT computer and network services for the National Ocean Services headquarters and program offices.
    • Conduct information technology requirement analyses, produce cost-effective recommendations and alternatives, and manage IT projects and teams through to completion.
    • Serve as liaison with NOAA and NOS program offices, ensuring that NOS/IMO IT systems, procedures, and practices are consistent with DOC, NOAA/NOS policy.
    • Manage complex IT computer and network services including configuration management, hosting, network operations, security operations, storage, cloud, and identity and access management of the National Ocean Service.
    • Lead the planning, design, and implementation of secure IT networks and user training, support cyber security audit findings remediation, and ensure the continued integrity, availability and confidentiality of this network and all IT operations, including Continuity of operations Disaster Recovery.

    BASIC REQUIREMENTS: There is no positive education requirement for this position.

    EDUCATION: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

    This experience need not have been in the federal government.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    To qualify at the ZP-05:

    SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZP-04 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
    • Managing day-to-day operations in a complex computer network environment
    • Implementing advanced technologies in a complex computer network environment
    • Remediating cyber security audit findings in a complex computer network environment
    • Leading technical teams in improving operational IT processes in a complex computer network environment
    • Implementing IT systems with security controls and strategies that meet the Federal Information Security Management Act (FISMA) in a security system.

    ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.     ICTAP applicants MUST submit the following documents:

    1. A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;

    How You Will Be Evaluated

    We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position. If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/No, Multiple Choice questions) and place you in one of the three pre-defined categories.
