This position is located in the Executive Office of the President (EOP), U.S. Trade Representative (USTR). The incumbent serves as Assistant U.S. Trade Representative (AUSTR) for China. The AUSTR has primary responsibility for developing and implementing trade policy and for developing negotiating strategy for trade issues for China. The policy and/or strategy which is developed and implemented is bilateral in nature. If not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by a Qualifications Review Board of the Office of Personnel Management before appointment to this position, and will be required to serve a one-year probationary period in this position. Serves as Assistant U.S. Trade Representative (AUSTR) for China. The AUSTR has primary responsibility for developing and implementing bilateral trade policy and for developing negotiating strategy for trade issues with China. The incumbent is also responsible for the formulation and coordination of U.S. official trade policy positions for China. Represents the U.S. Trade Representative (USTR) on a broad range of policy making and negotiating assignments. Serves as the U.S. Government's chief negotiator in the bilateral trade negotiations which relate to China. Represents the USTR and chairs interagency groups for the formulation and implementation of U.S. trade policy. Represents the U.S. Government and the USTR in regularly scheduled and ad hoc consultations and negotiations with representatives of China. Represents the U.S. Government at the WTO and as the U.S. negotiator with China. Meets regularly in the U.S. and abroad with foreign governments and U.S. private industry representatives to discuss trade problems and to take account of their concerns and advice in developing policy and negotiating strategy. Explains and promotes the Administration's trade policies to Congress, the public and foreign counterparts.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs) : All applicants must submit written statements (narrative or bullet format acceptable) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all technical qualifications. Failure to do so will result in an incomplete application and you will be rated as 'ineligible.'
- Demonstrated knowledge and experience in trade issues with China, including a thorough understanding of the U.S. Government's policies and programs regarding trade relations with China.
- Comprehensive knowledge and understanding of domestic and international laws, rules, and/or regulations as they relate to and affect trade policy in the Asia-Pacific region.
- Demonstrated experience in securing the cooperation of foreign counterparts, governments agencies, and other high ranking officials, and the ability to blend together diverse backgrounds and interests during negotiating sessions.
- Demonstrated skill in preparing written policy briefing and option papers, as well as in making presentations to senior level officials in the public and private sectors, including Congress, and to foreign government officials on technical information and policy issues.
- Experience working on Congressional staff on international trade matters is preferred, but not mandatory. Demonstrated fluency in the Mandarin Chinese language strongly desirable, but not mandatory.
MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory executive core qualifications.

How You Will Be Evaluated
The Office of Administration's Human Resources Management Division will review all applications to determine if applicants meet the mandatory professional/technical qualifications of this position and the SES ECQs. Those who meet the qualifications will be referred to a panel of SES members for rating and ranking to determine the "best qualified" candidates. The panel may conduct interviews with the top candidates and then make a recommendation to the selecting official about the top candidates that he/she should interview.
Once a selection is made, the selectee's application will be forwarded to the Office of Personnel Management (OPM) for approval by an OPM independent Qualifications Review Board, unless the selectee is a current SES executive or has successfully participated in an OPM approved SES Candidate Development Program.
