OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.
The Supervisory Health Systems Specialist, located in the Office of Office of Healthcare Inspections (OHI), is responsible for overseeing and directing a staff of Health Systems Specialists (HSS), program analysts, and clerical employees in conducting health care program evaluations, and assessments of operating effectiveness and the efficacy of quality management (QM) procedures in individual VA medical centers (VAMC), and Veterans Integrated Service Networks (VISN) throughout the Veterans Health Administration’s (VHA) nationwide health care system, with emphasis on issues that encompass the designated area.
As a Supervisory Health Systems Specialist , you will:
• Initiate the evaluation of nationwide health care programs in accordance with OHI’s annual strategic planning process and produce detailed written reports that meet the standards of the Councils for Inspectors General for Integrity and Efficiency and conform to OIG style.
• Deliver effective briefings on the findings from evaluations to senior leadership in VA OIG and VHA as well as Members of Congress and their staff.
• Participate in Department-wide activities involving the oversight of all Veterans Affairs medical QM and patient care activities including the appropriateness of care provided to one or more patients, effectiveness of QM activities, and adequacy of oversight by VHA leadership.
• Perform special assignments in monitoring the quality of care provided by VHA and oversees the conduct of appropriate administrative and QA investigations
• Leading and managing successful team projects, developing comprehensive project work plans, inspecting complex healthcare facilities.
25% or less - Travel nationwide under tight deadlines. The incumbent should anticipate frequent walking and standing as a component of this travel.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
- Overseeing and direct a staff of healthcare inspectors, program analysts, and clerical employees in conducting health care program evaluations; AND
- Managing an agency-wide program of quality assurance or patient care inspection and oversight activities in a healthcare environment; AND
- Reviewing, analyzing and evaluating programs, procedures and problems pertaining to a wide range of factors that affect and influence the management of healthcare delivery both at the facility level and from a nationwide perspective; AND
- Providing leadership and direction of a healthcare inspection staff ensuring support in quality assurance and patient care issues for a regional, central or comparable sized office;
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
• Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic Government administrative policies and requirements;
• Practical assignments providing an opportunity to apply a broad range of quality assurance and health care program inspections and evaluation skills. (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
• Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
