    Summary

    This position is in the Technology Division of the Financial Crimes Enforcement Network (FinCEN). Incumbent is an Information Technology Specialist engaged in one or more IT specializations, such as information systems security; operating systems planning and application; infrastructure operations; network systems management; data acquisition storage and retrieval; internet, intranet and extranet activities; the installation, testing, operation, troubleshooting and maintenance of hardware and software systems; customer support services. Incumbent is assigned functional responsibility on continuing projects. Incumbent utilizes mastery knowledge and skill in providing advice, guidance and expertise to management officials and other specialists in planning for and dealing with complex, novel issues.

    Responsibilities

    Security Clearance: This position has been designated national security Level V, Special Sensitive. Applicants must possess a favorably adjudicated Sensitive Compartmented Information(SCI) Background Investigation, and have been awarded a Top Secret clearance or be willing to undergo a SCI, and the SCI must be favorably adjudicated. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the SCI, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

    As an Information Technology Specialist, you will:

    • Advises and collaborates with IT managers and program managers on approaches to accomplishing IT goals that often involve significant changes in approach or technology.
    • Prepares proposals, policies, guidelines, analyses, specifications, procedures and other materials tailored to the situation and the audience.
    • Participates in meetings and conferences and, as applicable, presents and defends opinions and proposals.
    • Analyzes and defines requirements and specifications for complex systems, applications and processes.
    • Provides training, guidance and leadership to less senior system personnel.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
    Specialized experience for this position includes:
    • Serving as an advisor to specialists and managers in evaluating, implementing and supporting information technology infrastructure projects, network systems, databases and security operations; AND
    • Serving as a technical consultant to customers in support of systems on an organization's servers; AND
    • Diagnosing causes of complex critical systems administration problems and devising innovative solutions for their resolution; AND
    • Analyzing server performance data and recommending changes and/or improvements as necessary.
    In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

    CONDITIONS OF EMPLOYMENT:
    - A one year probationary period may be required.
