    Summary

    The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

    The selectee for this position serves as an Entry Engineer within one of the commands of Naval Air Systems Command.

    This is a public notice announcement; under this recruitment procedure, each location/installation, identified in this public notice will make selections for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application. Please read this Public Notice in its entirety prior to submitting your application for consideration.  

    Based on the various locations of this announcement, vacancies can be filled as GS-05/07. The positions have promotion potential to GS-12. Promotion is neither implied nor guaranteed.

    Responsibilities

     0806 Materials Engineer: This series includes professional engineering positions which are involved in the generation and/or application of theories, principles, practical concepts, and processes related to materials engineering science including considerations of cost, availability, fabrication, performance, and use) and the traditional engineering science disciplines; material sciences.  

    0810 -  Civil Engineer: This series covers positions involved in the generation and/or application of theories, principles, practical concepts, and processes related to: the science of civil engineering and the other traditional engineering science disciplines; the art, techniques, and engineering design standards for the building, transportation, public works, and construction industries; physical science disciplines (e.g., physics, chemistry, and materials science), advanced mathematics, and social science disciplines (e.g., economics and community planning); and  critical inquiry and scientific methodology.

    0819 - Environmental Engineer: involves environmental programs and projects in the areas of: environmental planning; environmental compliance; identification and cleanup of contamination; and restoring and sustaining environmental conservation.


    0830 Mechanical Engineer: This series covers professional engineering positions involved in the managing, supervising, leading, and/or performing professional engineering and scientific work: involving the design, development, commission, manufacture, operation, maintenance, and disposal of mechanical devices and systems and their equipment and/or components; and concerning the principles of motion, energy, force, and material properties to ensure mechanical devices and systems and their equipment and/or components function safely, reliably, efficiently, and economically.      

    0850 Electrical Engineer: This series includes professional engineering positions that require primarily application of knowledge of: (1) the physical and engineering sciences and mathematics; (2) electrical phenomena; and (3) the principles, techniques, and practices of electrical engineering. The work pertains primarily to electrical circuits, circuit elements, equipment, systems, and associated phenomena concerned with electrical energy for purposes such as motive power, heating, illumination, chemical processes, or the production of localized electric or magnetic fields. 

    0854 - Computer Engineer:  This series includes professional engineering positions that require primarily the application of knowledge of: (1) fundamentals and principles of professional engineering; (2) computer hardware, systems software, and computer system architecture and integration; and (3) mathematics, including calculus, probability, statistics, discrete structures, and modern algebra.

    0855 - Electronics Engineer:  This series includes professional engineering positions that require primarily application of knowledge of: (1) the physical and engineering sciences and mathematics; (2) electronic phenomena; and (3) the principles, techniques, and practices of electronics engineering. The work pertains primarily to electronic circuits, circuit elements, equipment, systems, and associated phenomena concerned with electromagnetic or acoustical wave energy or electrical information for purposes such as communication, computation, sensing, control, measurement, and navigation.  


    0861 Aerospace Engineer: This series includes professional aerospace engineering positions involved in planning, research, development, design, test and evaluation, analysis, production, fabrication, operation, type certification, and/or maintenance of aerospace vehicles or integrally associated equipment. The work requires application of scientific and engineering principles in the field of aeronautics and astronautics, such as aerodynamics, aero-acoustics, astro-dynamics, computational fluid dynamics, fluid mechanics, flight dynamics, flight structures, thermodynamics, flight propulsion, and energy conversion and use.     

    0893 Chemical Engineer: This series covers positions managing, supervising, leading, and/or performing professional engineering and scientific work involving: chemical processes utilized by industries and scientific technologies to produce useful products and systems; and the use of mass, momentum, and energy transfers together with thermodynamics and chemical kinetics to explore, extend, improve, and provide for existing and potential chemical and biochemical conversion processes. 

    0896 - Industrial Engineer:  This series covers professional engineering positions involved in the managing, supervising, leading, and/or performing professional engineering and scientific work to determine, evaluate, predict, and advise on effective ways for an organization to use its production factors (i.e., people, equipment, materials, information, and energy) to make or process a product or provide a service.

    Qualifications

     In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered.     BASIC ENGINEER REQUIREMENT FOR GS-5: [A] a degree in professional engineering: Curriculum must (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics OR B] combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by ONE of the following: professional registration; written test (successfully passed the Engineer-In-Training (EIT) examination or the written test required for professional registration); specified academic courses (successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering); OR related curriculum (successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field).  


    ADDITIONAL REQUIREMENT FOR GS-07 POSITIONS:
    In addition to the basic requirement above, you must meet any one of the following minimum qualifications:

    *One year of engineering work in the same or similar work at a level of difficulty and responsibility that has equipped me with the necessary knowledge, skills, or abilities to perform successfully the duties of this engineering position. Specialized experience would include: applying basic theories, concepts, principles, and methodologies to achieve objectives; carry out, interpret, and explain basic computations and calculations; and read, understand, analyze, interpret and convey findings; OR

    *Completion of a 4-year course of study leading to a bachelor's degree as described above AND Superior Academic Achievement at the baccalaureate level in a professional engineering curriculum.     *1 year of graduate-level education, in addition to meeting the basic requirement that provided the knowledge, skills, and abilities necessary to do the work; OR

    *Successfully completed a 5 year program of study of at least 160 semester hours leading to a bachelor's degree in Engineering.

    SELECTIVE PLACEMENT FACTOR: This position has a selective placement factor needed in order to qualify. The selective placement factor is a degree related to the position being filled.   Failure to possess this factor WILL result in an ineligible rating.   Possession of the factor must be verifiable via your transcript(s).
