Job Summary

The Department of Defense Education Activity (DoDEA) is currently seeking candidates for Professional Practice & Improvement Specialist (PPIS) positions throughout DoDEA Americas, DoDEA Europe and DoDEA Pacific locations.

DoDEA is a major Department of Defense (DoD) Field Activity with worldwide scope.  DoDEA plans, directs, and coordinates, and manages the education programs for DoD dependents.  DoDEA consists of three regions, DoDEA Americas, DoDEA Europe, and DoDEA Pacific and a total of eight school districts located overseas and in the U.S. and its territories.  DoDEA provides education to eligible DoD military and civilian dependents from pre-kindergarten through grade 12.  DoDEA has established three Centers for Instructional Leadership (CIL) in Europe, the Pacific and the Americas, each with satellite offices for remote locations.

The Professional Practice and Improvement Specialist (PPIS) works directly for the Chief, Instructional Leadership Development (CILD) who is responsible for ensuring a quality education by providing embedded professional development and coaching for district and school leaders and leadership teams. This includes developing the knowledge, skills and abilities in these teams to effectively implement systemic and district priorities; providing differentiated support to specific district staff and school leaders; and monitoring efforts to ensure implementation that will lead to student success. Also responsible for working closely with the Superintendents, Principals, headquarters and other CIL staff to facilitate support between headquarters, districts and schools focused on academic achievement and equitable practices for all.

The incumbent is among a team of professional educators who serve as consultants, coaches, collaborators, presenters, and facilitators within and across districts within the region to support district staffs, school leaders and teacher leaders providing professional development for the implementation and sustainment of systemic priorities such as the implementation of College and Career Ready standards; facilitate horizontal and vertical learning networks; and build capacity for proven innovative curriculum, instruction, assessment best practices.


  • Provide guidance to district/school leadership teams to develop goals that are aligned to the DoDEA's missions, beliefs, and priorities.
  • Develop capacity to build a shared commitment for high student performance by being a catalyst for change, and articulating, implementing, and sustaining a vision of learning.
  • Assess, identify, plan and prioritize actions to promote grade specific (elementary, middle or high school) standards-driven instruction, innovative practices and professional growth within professional learning communities.
  • Ensure a link between professional development and a change in practice to monitor and inform improvements of school-wide and classroom practices using observation, feedback, data, and reflection.
  • Conduct root analysis and identify discrepancies between goals and current status and develop solutions in order to stimulate achievement. Make recommendations based on research results and accountability data, regarding the leadership, instructional programs, school climate, and school improvement strategies to the CILD.
  • Assist the implementation and execution of teacher to leader development pipelines to build the capacity of DoDEA educators and provide professional paths of development from teachers to teacher leader, Instructional Systems Specialist, and/or Principal.
