    DoDEA is a major Department of Defense (DoD) Field Activity with worldwide scope.  DoDEA plans, directs, and coordinates, and manages the education programs for DoD dependents.  DoDEA consists of three regions, DoDEA Americas, DoDEA Europe, and DoDEA Pacific and a total of eight school districts located overseas and in the U.S. and its territories.  DoDEA provides education to eligible DoD military and civilian dependents from pre-kindergarten through grade 12.  DoDEA has established three Centers for Instructional Leadership (CIL) in Europe, the Pacific and the Americas, each with satellite offices for remote locations.

    Responsibilities

    The Professional Practice and Improvement Specialist (PPIS) works directly for the Chief, Instructional Leadership Development (CILD) who is responsible for ensuring a quality education by providing embedded professional development and coaching for district and school leaders and leadership teams. This includes developing the knowledge, skills and abilities in these teams to effectively implement systemic and district priorities; providing differentiated support to specific district staff and school leaders; and monitoring efforts to ensure implementation that will lead to student success. Also responsible for working closely with the Superintendents, Principals, headquarters and other CIL staff to facilitate support between headquarters, districts and schools focused on academic achievement and equitable practices for all.

    The incumbent is among a team of professional educators who serve as consultants, coaches, collaborators, presenters, and facilitators within and across districts within the region to support district staffs, school leaders and teacher leaders providing professional development for the implementation and sustainment of systemic priorities such as the implementation of College and Career Ready standards; facilitate horizontal and vertical learning networks; and build capacity for proven innovative curriculum, instruction, assessment best practices.

    MAJOR DUTIES:

    • Provide guidance to district/school leadership teams to develop goals that are aligned to the DoDEA's missions, beliefs, and priorities.
    • Develop capacity to build a shared commitment for high student performance by being a catalyst for change, and articulating, implementing, and sustaining a vision of learning.
    • Assess, identify, plan and prioritize actions to promote grade specific (elementary, middle or high school) standards-driven instruction, innovative practices and professional growth within professional learning communities.
    • Ensure a link between professional development and a change in practice to monitor and inform improvements of school-wide and classroom practices using observation, feedback, data, and reflection.
    • Conduct root analysis and identify discrepancies between goals and current status and develop solutions in order to stimulate achievement. Make recommendations based on research results and accountability data, regarding the leadership, instructional programs, school climate, and school improvement strategies to the CILD.
    • Assist the implementation and execution of teacher to leader development pipelines to build the capacity of DoDEA educators and provide professional paths of development from teachers to teacher leader, Instructional Systems Specialist, and/or Principal.

    Conditions of Employment:  

    • Mobility agreement as a condition of employment – selectees must be available for worldwide placement to any DoDEA Europe, DoDEA Pacific or DoDEA Americas location.
    • A minimum of three years is required at a location before a DoDEA employee is eligible to apply for a lateral move (reassignment).
    • Ability to obtain and maintain a secret security clearance. This position is designated Non-Critical Sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated on a pre-appointment basis. This requirement may take 120 days or longer to process.
    • A successful National Agency Check with Inquiries (Childcare NACI/CNACI) and a check of State Criminal History Records (SCHR) is also required. 
    • A pre-appointment overseas physical examination is required for selected individuals assigned to overseas locations.
    • Individuals hired from CONUS (Continental United States) and their family members (who are U.S. citizens) are required to obtain Official Passports prior to departure to the overseas location.  Individuals hired stateside are also required to obtain an Official Passport as they may have to travel to support another Center of Instructional Leadership (CIL).
    • Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report Required upon entering the position and annually in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.
    • Selectees may be required to serve a one or two year probationary period in accordance with 5 CFR 9901.512. 
    • Selectees may be required to travel by military and/or commercial aircraft, land, or sea transportation to a variety of stateside and/or overseas locations for meetings and conferences and may be subject to a variety of environmental conditions to include the potential exposure to acts of terrorism. 

    Qualifications

    1)  Minimum Education Requirement: A Master's degree in education administration, educational leadership, professional development or curriculum and instruction OR a Master's degree in Education which includes at least 30 graduate semesters hours.  Graduate level coursework must include courses in ALL of the following areas:  education administration/supervision, curriculum development/design, supervision of curriculum, instruction and assessment, professional development, educational technology and school data analysis.  Educational course work must have been completed at or accepted by a regionally accredited U.S. college or university. Education may not be substituted for generalized or specialized experience at this grade level.

    2)  General Experience Requirement (5 years): Relevant elementary or secondary school experience in teaching, educational research, development of curriculum and instructional materials, education assessment and evaluation, professional development, special education, educational administration, or comparable experience which clearly demonstrated success in applying the principles, methods, and techniques of education, and provided familiarity with current developments in teaching, learning, instructional leadership, and professional development.

    3)  Specialized Experience Requirements (3 years): Experience in a staff or supervisory professional position which clearly demonstrated the ability to administer and support elementary or secondary school instructional programs or to effectively supervise educators in professional growth.  Specialized experience must include a minimum of (3) three years as an elementary or secondary School Principal, or a Supervisory Instructional Systems Specialist (ISS), or a Supervisory Curriculum/Instructional Specialist. Such experience may have been acquired in a leadership position supporting program innovations that go beyond the standard education programs such as special education, gifted education, technology and others.  

    Examples of specialized experience include:  experience gained in educational leadership positions in an elementary or secondary education system that demonstrated:

    • professional competencies as a district superintendent or assistant superintendent relating to instructional leadership and professional development in and elementary or secondary school environment;
    • ability to build capacity to include professional learning, coaching, modeling, and advising for system wide elementary or secondary school content-specific programs and initiatives, formative and summative assessments and instructional best practices to ensure alignment to DoDEA's College and Career-Ready/content standards;
    • skill in supporting elementary or secondary school principals and assistant principals in such areas as: observing and analyzing teaching, walk-throughs, and the creation of master schedules to ensure a consistent instructional day for students and collaborative time for job-embedded learning for teachers;
    • leadership in supervising members working with district, area, or headquarters staff, school administrators, school staff members, and stakeholders (or equivalent structure) in improving elementary or secondary schools and supporting program innovations in core curriculum areas and/or student support programs;
    • skill in using multiple sources of data, research techniques, analytical skills, and student assessment tools to identify elementary/secondary school /district strengths and weaknesses and to recommend changes for improving policies and programs;
    • skill in developing, coordinating, and managing professional development programs in support of teaching, learning, leading, and professional development goals;
    • ability to lead and assess continuous improvement, or technology integration efforts across a district, or within a school in such areas as curricula, program standards, or performance indicators;
    • ability to identify and address multiple causes of students' underperformance and determine/implement interventions to close the learning gap;
    • ability to assess learning needs of educators and school leaders, create a culture of collaboration and inquiry, and lead a comprehensive professional development program.

    4) Essay Responses to Leadership Questions:  Applicants who are determined to meet at least the minimum qualification requirements as noted above, will be required to submit essay style responses to three leadership questions within 5 calendar days of referral notice.  Responses should be no longer than 3,000 characters long.  Those that meet the minimum qualification requirements will be individually contacted with additional information (the questions, where to send essay responses, due dates, etc.).

    1. Ability to implement and evaluate instructional leadership through an extensive knowledge of theories and principles of education, current trends and issues in areas such as instruction, assessment and accountability, curriculum implementation and education administration. 
    2. Ability to implement educational delivery systems.
    3. Ability to secure the confidence, respect and cooperation of military leaders, associates, management officials, teachers, union leaders, students, and others.
    4. Ability to design, implement, and monitor the development of professional and non-professional staff. 
    5. Ability to administer school systems and programs such as planning for school improvement, curriculum development, data analysis, personnel management, and budget administration.
    6. Ability to effectively and efficiently manage and build strong instructional teams.

    • This position is full-time year round.

    INFORMATION FOR OVERSEAS POSITIONS:

    • Payment for travel and transportation expenses is authorized. This includes government paid air transportation travel, shipment of household goods, and/or temporary storage; and temporary lodging upon arrival of overseas.
    • A Living Quarters Allowance (LQA) or housing allowance is provided in addition to salary. The LQA is provided to eligible employees for leased quarters in lieu of Government provided housing and is intended to cover the average cost of rent, utilities and other allowable expenses.     • Locality rates of pay in the Continental United States (CONUS) will not be used for pay setting when transferring to an overseas foreign area.
    • Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.
    • Special Education Services: DoDEA provides education including special education to children of DoD civilians who are eligible to attend DoDEA Europe and DoDEA Pacific schools.     This is an Excepted Service position.  This job is being filled by an alternative hiring process and is not in the competitive civil service.

    Next steps
