    This position is located in the Department of Defense (DoD), Office of Inspector General (OIG), Office of the Mission Support Team (MST), Financial Management Office (FMO) Alexandria, VA.

    Responsibilities

    • Prepares accounting and financial statements and reports.
    • Reviews, evaluates, documents, and coordinates internal control requirements related to financial accounting systems,
      processes, and reports.
    • Ensures data posted to the Data Collection Module and submitted to the Defense Departmental Reporting System (DDRS)
      is correct.
    • Responds to Defense Finance and Accounting Service (DFAS) data calls for information regarding financial data.
    • Resolves issues related to the assessment/audit of financial statements and footnotes.
    • Verifies and discloses abnormal account balances in footnotes.
    • Works with DFAS to make auditor-recommended adjustments.

    Background or Security Investigation: Position has been designated as Non-critical Sensitive; incumbent is required to obtain and maintain a Secret clearance.

    The incumbent of this position is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with the DoD OIG.

    Qualifications

    Basic Requirement: This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
    Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

    In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

    Specialized experience is defined as: providing professional accounting advice and assistance; performing a variety of assignments related to preparing and maintaining financial statements; and working with auditors to resolve issues related to assessments/audits of financial statements and footnotes.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education is not substitutable for specialized experience for this grade level.

To ensure that consistent credit is given for these credentials in the selection process DFAS has developed standard selection criteria to be used when filling positions in professional and administrative series.     • This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.     How You Will Be Evaluated

    Your application will be evaluated and rated under the Category Rating and Selection Procedures.     2. Highly Qualified Category. Meets the minimum qualification requirements and demonstrates full-performance level experience based on responses to occupational questionnaire.
    3. Best Qualified Category. Meets the minimum qualification requirements and demonstrates experience as an expert in the field or recognized as a senior specialist, team lead, etc.

    The Assessment Questionnaire takes approximately 15 minutes to complete and collects information on your education, training and experience related to the following critical competencies:

    • Ability to analyze written guidance and numerical data.
    • Ability to develop written guidance and numerical reports.
    • Oral presentation and interpersonal skills.
    • Knowledge of the theories, practices, methods, and techniques of accounting and organizational practices, policies, and functions.
