This position is located in the Bureau of South and Central Asian Affairs, Office of Central Asian Affairs (SCA/CEN). SCA deals with U.S. foreign policy and U.S. relations with the countries of Afghanistan, Bangladesh, Bhutan, India, Kazakhstan, Kyrgyzstan, Maldives, Nepal, Pakistan, Sri Lanka, Tajikistan, Turkmenistan, and Uzbekistan.Learn more about this agency
The Foreign Affairs Officer serves as the Turkmenistan Desk Officer and is one of seven country and regional desk officers in CEN. It is a one-officer desk covering the full breadth of the U.S.-Turkmenistan relationship. Given the importance of the bilateral relationship with Turkmenistan, this position operates with a high degree of political awareness, as well as skill and competence to formulate, present, and defend policy analyses and recommendations to high-ranking officials within the State Department and U.S. interagency. The desk officer deals daily with issues that can be controversial and time sensitive, and connected to U.S. national security concerns. These include regional security concerns, Russia’s revanchism, human rights and religious freedom, trafficking in persons, potential large-scale energy projects, and the business climate.
This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).
- Serves as the Bureau's chief action officer for Turkmenistan and is the initial point of contact for all incoming actions regarding Turkmenistan from Departmental offices, U.S. embassies/posts, other U.S. government (USG) agencies, international organizations, foreign governments, non-governmental organizations, or other sources.
- Manages issue areas pertinent to Turkmenistan, including regional security concerns, Russia’s revanchism, human rights and religious freedom, trafficking in persons, potential large-scale energy projects, and the business climate, maintaining currency on legislative and policy developments affecting the U.S. foreign policy and national security objectives for Central Asia.
- Monitors and analyzes political, economic, security, and foreign policy developments in Turkmenistan and advises the Deputy Assistant Secretary for Central Asia and other senior Department officials of the impact of these developments on U.S. interests. Makes presentations to foreign policy decision-makers and decision-making entities to include briefing papers, reporting cables, speeches and talking points, and written Congressional testimony and correspondence.
- Works closely with the SCA Bureau’s press and public diplomacy office on the U.S. public diplomacy strategy, including press guidance and educational and cultural exchanges, for Turkmenistan. Also, works closely with colleagues in the Office of the Coordinator for U.S. Assistance to Europe and Eurasia, INL Bureau regarding counter-narcotics and law enforcement issues, ISN Bureau on export control and border security issues, Defense Department regarding military cooperation, and United States Agency for International Development (USAID) on the development and implementation of the full range of U.S. assistance programs in Turkmenistan. T
- Responsible for organizing and coordinating high-level bilateral meetings in Washington and visits to Ashgabat, including the Annual Bilateral Consultations with Turkmenistan. Tracks development of energy issues related to Turkmenistan, including agreements with Russia, China, Iran, as well as the geopolitically sensitive proposed natural gas pipelines to Turkmenistan’s south and west and other oil and gas projects.

Applicants must have the required experience or education as described below and meet any selective factors, when specified.
Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;
Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;
Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.
Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education.
Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE:qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)
IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
- Experience managing interagency / interorganizational coordination process for strategic bilateral dialogues, consultations, or summits.
- Experience establishing liaison at all levels throughout the foreign policy and intelligence communities to exchange vital information
- Experience analyzing and reporting on South and Central Asian political and economic developments.
- Experience writing briefing memos, speeches, Congressional testimony and/or correspondence.
