    EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

    This position will be filled under the Pathways Internship Program. This Program allows students to gain paid work experience while pursuing a degree, diploma or certificate at a qualifying institution. Under the Pathways Program, students who successfully complete all work, study, qualifications, and other eligibility requirements may be offered a permanent position with our agency upon graduation or completion of a qualifying certificate.

    At the Agency's discretion, students hired under the Pathways Program may be extended beyond 9/30/2017 and/or non-competitively converted to a term, career, or career-conditional appointment with a possible Full Performance Level (FPL) of GS 5, GS 7, GS 9, GS 11, GS 12, or GS13 (FPL varies based on the hiring department).

    Eligibility for conversion does not guarantee that the agency will decide to opt for conversion.

    • You must remain enrolled at least half-time in order to continue to be eligible for the Pathways Internship Program.



    GS-5: Completion of 4 academic years of post-high school education leading to a bachelor's degree or equivalent.

    NOTE: One (1) year of education is defined as 30 semester hours or 45 quarter hours.



    GS-5: Applicants must have at least one (1) year of specialized experience at or equivalent to the GS-4 grade level in the Federal service which demonstrates the ability to gather and present facts, edit documents, and research rules, processes, and procedures to develop written summaries. Examples may include assisting with the review or processing of legal documents or claims forms; interpreting and applying policies/regulations to written communications; researching and analyzing data to present facts, issues, and positions; and using Microsoft Word and/or similar software programs to create/proofread documents, enter data, or complete forms.



    Equivalent combinations of education and experience may be combined to meet the total qualification requirements. Only education in excess of the amount required for the next lower grade level may be used.

    The Agency has the option to convert an intern to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) if the requirements of the program are met. This is not automatic. It is at the discretion of the employing office. Interns may be converted to the GS level qualified for at the time of conversion. To be eligible for conversion, an intern must:
    • Be a U.S. Citizen
    • Complete at least 640 hours of work experience acquired through the Internship Program.
    • Complete their degree or certificate requirements.
    • Meet the Office of Personnel Management's qualification standards for the position to which the intern will be converted.
    • Meet agency-specific requirements as specific in the Participant's Agreement, and
    • Perform their job successfully as documented through performance evaluations and/or completion of an Individual Development Plan (IDP).
    • Agencies may waive up to 320 of the required 640 hours of work for Interns who demonstrate high potential as evidenced by outstanding academic achievement and exceptional job performance.
    • Relocation expenses are not authorized for this position.
