EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
This position will be filled under the Pathways Internship Program. This Program allows students to gain paid work experience while pursuing a degree, diploma or certificate at a qualifying institution. Under the Pathways Program, students who successfully complete all work, study, qualifications, and other eligibility requirements may be offered a permanent position with our agency upon graduation or completion of a qualifying certificate.
At the Agency's discretion, students hired under the Pathways Program may be extended beyond 9/30/2017 and/or non-competitively converted to a term, career, or career-conditional appointment with a possible Full Performance Level (FPL) of GS 5, GS 7, GS 9, GS 11, GS 12, or GS13 (FPL varies based on the hiring department).
Eligibility for conversion does not guarantee that the agency will decide to opt for conversion.
As a Student Trainee (Accounting and Budget), you may:
- Collect and compile data for routine reports;
- Assist with examining, verifying, and maintaining financial records;
- Research regulations, directives and other data and present your findings;
- Perform accounting, budget, or financial management support duties related to recurring or standard transactions.

PATHWAYS PROGRAM REQUIREMENTS
- You must be enrolled in a qualifying educational institution pursuing a degree, diploma or certificate;
- You must have (and maintain) good academic standing, as defined by your school, generally at least a 2.0 cumulative Grade Point Average (GPA) for undergraduate programs (without rounding). You must provide proof of your school's academic requirement with your application if the requirement is less than 2.0.
- Advanced degree students and above must have (and maintain) a cumulative GPA of 3.0 (or equivalent) based on your school's academic requirements. You must provide proof of your school's academic requirement with your application if the requirement is less than 3.0.
- You must remain enrolled at least half-time in order to continue to be eligible for the Pathways Internship Program.
- GS-5: Completion of 4 academic years of post-high school education
GS 5: Applicants must have at least one year of specialized experience at or equivalent to the GS 4 grade level in the Federal service which demonstrates skill in researching and analyzing financial records such as budgets, balance sheets, income statements, and performing calculations and/or transactions using a software program to record financial data. Examples may include evaluating bank statements or other source documents to analyze financial status and/or compliance with policies and procedures; examining expense reports or budget data, maintaining spreadsheets in excel (or other spreadsheet application) with formulas; and interpreting and applying regulations, policies, and guidelines.
COMBINATION OF EDUCATION AND EXPERIENCE
Equivalent combinations of education and experience may be combined to meet the total qualification requirements. Only education in excess of the amount required for the next lower grade level may be used.

PROGRAM COMPLETION AND CONVERSION:
The Agency has the option to convert an intern to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) if the requirements of the program are met. This is not automatic. It is at the discretion of the employing office. Interns may be converted to the GS level qualified for at the time of conversion. To be eligible for conversion, an intern must:
- Be a U.S. Citizen
- Complete at least 640 hours of work experience acquired through the Internship Program.
- Complete their degree or certificate requirements.
- Meet the Office of Personnel Management's qualification standards for the position to which the intern will be converted.
- Meet agency-specific requirements as specific in the Participant's Agreement, and
- Perform their job successfully as documented through performance evaluations and/or completion of an Individual Development Plan (IDP).
Relocation expenses are not authorized for this position.
