The Librarian (Biological and Medical Sciences) in this position is located within the Education service at the VA North Texas Healthcare System in Dallas, Texas.
Major duties and responsibilities include but are not limited to:
· Serves as an information specialist providing reference services;
· Develops, manages and administers a comprehensive library program and oversees all aspects of daily operation of the library;
· Ensures compliance with copyright legislation and license agreements;
· Maintains current knowledge of database content and serves as the expert in searching techniques across a variety of databases and vendors;
· Establishes, implements and reviews program guidelines, policies and operating procedures, including developing and recommending program monitors and budget;
· Tracks statistics and completes local and national reports;
· Ensures the development of a comprehensive, high quality library collection that is broad in scope and penetrating in coverage to meet the information needs of staff, students, researchers and patients;
· Adapts existing cataloging records and ensures the accomplishment of original cataloging of books, journals, audiovisuals and ephemeral materials for easy location by library patrons; and
· Utilizes expertise in a wide range of informational sources, including sources that are non-standard resources in general hospital and health care delivery organizational libraries.
Work Schedule: Monday through Friday, 8:00am to 4:30pm.
Occasional travel - Occasional (quarterly) travel to the medical library in Bonham is required.

BASIC EDUCATION REQUIREMENT
All librarians must meet the requirements for professional education library science or possess equivalent experience and education as shown in A or B.
A) Completion of all of the requirements for a Master's Degree (or 5th year bachelor's degree) in Library Science from an accredited college or university. (Transcripts required.)
- OR -
B) A bachelor's degree from an accredited college or university which includes or has been supplemented by at least 24 semester hours in Library Science PLUS one year of library work study which included the performance of duties in one or more functional areas of librarianship equivalent in scope and difficulty to the GS-5, or higher, in Federal Service. (Transcripts and documentation required.)
- OR -
C) Previous or current employment by the VA as a professional Librarian (GS-1410 series only). (SF-50 required.)
- AND -
In addition to meeting the basic education requirement, you must also possess specialized experience to qualify for this position.
Two and a half (2.5) full years of progressively responsible experience as a professional librarian in a program of sufficient size to require a variety of functions such as acquisitions, cataloguing, references and readers advisory service.
Quality of experience, rather than length of time employed will be given primary consideration.
Examples of qualifying experience includes: Working experience as a librarian in a healthcare environment performing duties that include serving as a resource for biological and medical healthcare related information; Developing and maintaining a monographic and audiovisual collection; Maintaining a library collection based on the professional needs of a hospital staff; and Conducting comprehensive and complex searches of medical literature.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
1. Knowledge of a wide range of library functions as they pertain to the management of a specialized library in requisitioning, cataloguing and providing research and reference services.
2. Knowledge to locate information of a specialized and technical nature from a variety of sources using electronic databases and networks.
3. Knowledge of the national library of medicine and the U.S. library system to make decision in the cataloguing of new material.
4. Knowledge of library automation, particularly that dealing with medical librarianship to develop, maintain and upgrade a medical library's automation capabilities.
