    Summary

    The Pathways Recent Graduate Program is for recently graduated or graduating individuals who are looking for developmental experiences in the Federal Government intended to promote possible careers in the civil service. Recent Graduates will serve on this appointment for one year learning the fundamentals of the position for which they can be converted.     Location Consideration: When choosing locations, please select only those locations that you will accept and relocate to if selected. You will be expected to report shortly after completing the pre-employment requirements or upon conferring your degree. Relocation expenses will not be paid. The salary for each location may vary depending on locality.     Responsibilities

    As a Rangeland Management Specialist (Recent Graduate), you will be performing the following duties under direct supervision; Assignments will be developmental in nature and will assist the employee gain the competencies necessary for a career:

    • Develops resource inventories as a step in developing ecological site descriptions, forage suitability groups, conservation plans and assist landowners in preparing conservation plans.
    • Assists landowners in development of practical grazing management plans, plans fencing, water development, seeding, brush management, supplemental grazing land treatment; evaluates management of treatment alternative on a cost-benefit basis.
    • Advises ranchers and farmers on the application and maintenance of conservation practices.
    • Makes plant identification and evaluations, determine plant community characteristics, basic soil-plant relationships, response of plants to grazing use and productivity of grazing lands.

    Employment Requirements:
    •  Entrance on duty is contingent upon completion of a pre-employment security investigation. The position may require a background investigation at the time of appointment, and may be subject to reinvestigation every five years thereafter. A favorable adjudication of the background investigation at the time of appointment and on reinvestigations is a condition of employment.
    •  If you are newly hired, the documentation you present for purposes of completing the Department Homeland Security (DHS) Form I-9 on your entry-on-duty date will be verified through the DHS "E-VERIFY" system. Federal law requires the use of E-VERIFY to confirm the employment eligibility of all new hires. Under this system, the new hire is required to resolve any identified discrepancies as a condition of continued employment.
    •  Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • Must possess and maintain a valid driver's license as a condition of employment.
    •  Serve a trial period for the duration of the appointment.

    Conversion Requirements:
    • Be a U.S. Citizen
    • Complete all training and Pathway Program requirements.
    • Performing the job successfully.
    • Meet the minimum qualifications for the position being converted.

    Qualifications

    All applicants must meet the eligibility, education and qualification requirements listed below within 90 days of the closing date of the announcement.

    Basic Education Requirement:
    • Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:
      • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.
      • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.
      • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

    Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education.

    Applicants that meet the basic education requirement qualify for the GS-5 level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must submit a copy of your college transcripts or a list of college courses with credit hours, dates completed, and grades received to verify all education requirements (i.e. substitution of education and/or basic education requirement). If a relevant course is not clearly qualifying (e.g. special topic, seminar, research, thesis, obscure or misleading course title, etc.), please submit an official course syllabi and/or detailed course description from the university/college for that particular course to ensure you are properly evaluated. Please note that qualifications determinations are based solely on the information submitted for each particular vacancy announcement.     Additional information

    • Physical Demands: Work requires long periods of standing; walking or riding horses/ATVs/motorcycles over rough terrain; recurring bending, crouching, stooping, reaching, similar activities. Regular and recurring physical exertion related to conservation work requires walking on rough terrain, jumping ditches and furrows, or climbing steep banks.
    • Conversion/Promotion to the next higher grade may occur without further competition once all legal and regulatory requirements are met to include management’s certification of the continuing need for performance of duties at the higher grade level. Conversion/Promotion is not guaranteed.
    • This position is eligible for telework within the commuting area of the duty location of the position and other flexible work arrangements. Employee participation is at the discretion of the supervisor.
