The Office of the Deputy Inspector General for Overseas Contingency Operations, DoD Office of Inspector General, has vacancies within its office related to the Lead Inspector General Mission for the following position:
The Lead Inspector General (Lead IG) is charged with providing oversight for designated overseas contingency operations (OCO) such as Operations Inherent Resolve (OIR; Iraq/Syria) and Freedom's Sentinel (OFS, Afghanistan).
Selected candidates will assist in the research, analysis, and drafting of Quarterly and Bi-Annual reports submitted to Congress and made available on a public Internet website.
The incumbent must meet and maintain Security clearance requirements at the Secret level.
This is a time limited position within the Department of Defense. This excepted service temporary position is available for 13-months. This temporary position may be terminated early or extended beyond the 13-month period based upon incumbent performance and the needs of the OIG. This position is being filled using 5 U.S. Code subsection 3161 authority.
The position is located in Alexandria, VA. Overseas travel may be required.

Assists in the preparation of biannual and quarterly oversight reports and related materials in support of declared overseas contingency operation (s) for which a Lead Inspector General (LIG) is designated in accordance with §8L (d) (2) (F) and (G), of the IG Act of 1978, as amended, 5 U.S.C.
Researches, writes, and edits reports that are accurate, timely and suitable for the intended audience, occasion and purpose. The development of these reports requires knowledge of the OFS/OIR missions; knowledge of Department of Defense (DOD), Department of State (DOS), U.S. Agency for International Development (USAID), and of other entities contributing the declared OCO missions.
Excellent writing and editing skills are required to provide comprehensive support to the production of complex and comprehensive publications. The end product should be ready for release with little or no rewriting required.
Gathers historical, statistical, funding and other data in the preparation of a comprehensive report that gives consideration to the audience, strategic messages, and topics; determines the most logical and effective use of information; and ensures all appropriate safeguards are maintained regarding sensitive or classified information.
Adheres to established report production procedures and guidelines; provides supporting documentation, cross references or other information; makes recommendations and offers conclusions with justification; identifies potential areas of disagreement with the area being reviewed and makes recommendations to minimize formal non-concurrences; considers and resolves issues on factual matters to ensure balanced and accurate results; develops and implements follow-up plans to track implementation of oversight work results; and tracks and reports on follow-up activities, as required.
Utilizes the knowledge of the Lead Inspector General work product and planned programs to assist senior leaders in the preparation and presentation of complex materials or highly complex issues before a wide variety of audiences.
When tasked, will undertake special studies, direct projects, and carry out assigned missions of the very highest priority, many of which are of direct concern to the agency. In this connection, incumbent is relied upon to plan, direct, coordinate, and expedite projects and actions appropriate for each assignment.
Establishes and maintains highly effective working relationships with all staff including the appropriate DoD, Congressional officials and members of internal and external organizations, including joint organizations and the other military services.
HIGHLY DESIRED SKILLS
1. Knowledge of the international and overseas contingency operational environment, culture, strategy, lines of efforts, funding, sources, contracting, services, and programs related to the military, diplomatic, and humanitarian efforts funded by the United States Government and supporting the OFS/OIR missions.
2. Must be able to identify, gather, and evaluate data; identify source documents and prepare requests for information; provide support and have the ability to analyze and evaluate multi-national program operations.
3. Expertise in writing, editing, research techniques and methods to develop and prepare authoritative and technical data related to Overseas Contingency Operation programs funded by the United States Government.
4. Knowledge of Congressional, DoD, State, USAID and Federal sector policies, goals, programs, services and operations related to OCO missions.
5. Knowledge of qualitative and quantitative analysis techniques to conduct data calls and perform research.
6. Proficiency in analyzing data and information to identify issues and develop conclusions and recommendations.
Occasional travel - Travel to domestic and international locations may be required.
