JOB SUMMARY:

The FRTIB is an Independent Federal Agency responsible for administering the Thrift Savings Plan (TSP).  We help Federal employees and members of the Uniformed Services retire with dignity by providing benefits similar to private sector 401(k) plans.  The Thrift Savings Plan (TSP) is widely considered to be one of the best retirement plans in the world and a model for defined contribution plans.

The FRTIB is looking for a highly qualified and motivated individual to serve as an supervisory human resources officer (human resource development), with responsibility for supervising, managing, and overseeing the Agency's training and development programs and activities.

 

Alternate work schedule options are available.
Telework may be available after you have come on board.

  • One year supervisory/managerial probationary period may be required

DUTIES:

The major duties of the position are:

  • Oversees and manages the planning and delivery of Agency training and development programs, activities, and services.
  • Collaborates with managers, supervisors, and program staff in planning, administering, and assessing training and development programs and functions Agency-wide. 
  • Serves as an internal consultant to senior managers, and participates in sensitive planning and decision-making deliberations and discussions with Agency executives and supervisors. 
  • Develops strategies and training activities to support a performance culture within the Agency.
  • Leads and directs the development and implementation of comprehensive training programs for the Agency in a broad range of areas, such as career development, executive development, communications, team building, and motivation and incentive-building.



QUALIFICATIONS REQUIRED:

Applicants may qualify by specialized experience or education as described below:

GS-15:

I have one year of specialized experience equivalent to at least the GS-14 Federal grade level that involved overseeing the planning and development of training programs and services, analyzing training needs, developing and delivering instructional materials and training courses, evaluating the effectiveness of training programs in meeting organizational needs, providing advice and consultation to Agency officials and staff, and overseeing and directing the preparation and presentation of analytical findings, recommendations, and reports.
